62. The momemtum rule terminated when the ball in possession of B33 entered the field of play. The ball becomes dead and is considered out of bounds at B's 6 when touched by A42 while his foot is touching the sideline. Team B last had possession. The ball becomes dead behind the spot of the fumble. Team A will accept the penalty for the blocking below the waist foul by B53 on B's 12. The basic spot is the end of B33's run, B's 4. B's ball on B's 2, 1st and 10.
63. No defensive player, in an attempt to block, bat or catch a kick, may place a hand on a teammate to get leverage for additional height. The penalty would be 15 yards from the previous spot. However, B21 placed his hand on an opponent to elevate himself. No foul. The ball is returned to the previous spot. B's ball on B's 21, 1st and 10.
64. A80 did not complete the catch of the legal forward pass. A80 touched the pylon which is out of bounds before he came down inbounds with the ball. Incomplete pass. A's ball on B's 25, 3rd and 3.
65. Kicker A8 throws a legal forward pass. B21 commits defensive pass interference. The down ends when A64 recovers A83's 4th down fumble in B's end zone. The ball is returned to the spot of the fumble, B's 4, which is short of a first down. Team A will accept the penalty which awards Team A the ball at the spot of the foul with an automatic first down. A's ball on B's 7, 1st and goal.
66. A42 was lined up more than seven yards from the middle offensive lineman. A42 committed an illegal block below the waist block which carries a 15-yard penalty. The basic spot is the previous spot, A's 5. The spot of the foul is A's 3. Acceptance of the penalty results in A's ball on A's 1 1/2, 3rd and 28 1/2. It is likely that Team B will accept the result of the play. The result of the play is a safety. Team B scores two points. A's ball on A's 20, free kick.
67. A83 threw an incomplete legal forward pass on 4th down. The ball goes over on downs. The penalty for B21's dead ball foul is enforced from the succeeding spot, B's 10. All dead ball face mask fouls carry a 15-yard penalty. B21 may be disqualified. B's ball on B's 5, 1st and 10.
68. The push by B41 is legal although a block below the waist, a block in the back, holding, or any personal foul is illegal. B23 may use his hand or arm to push A28 in an attempt to reach the loose ball. In 1998, B23 may now advance the recovered backward pass. B's ball on A's 10, 1st and goal.
69. A second forward pass by Team A during the down is an illegal forward pass. The spot of the foul is the spot of the pass, B's 26. The ball continues in play. Acceptance of the penalty results in A's ball on B's 31, 3rd and 15. Team B will decline the penalty. A's ball on A's 2, 1st and 10.
70. Team A commits two live ball fouls during the down. The penalty for the illegal forward pass QB A11 is enforced from the spot of the pass, A's 44. It would be A's ball on 39, 1st and 10. Team B will accept the penalty for the holding foul by A53. The basic spot is the end of A23's run, the 50. The spot of the foul, A's 45, is behind the basic spot. A's ball on A's 35, 3rd and 3.
71. A32 recovers the bouncing ball on B's 5. The ball becomes dead when A32 gains possession of the ball following the punt. All subsequent action was with a dead ball. A32 commits an illegal touching violation. B's ball on B's 5, 1st and 10.
72. Team A and Team B commit live ball fouls during the down. Team B did not foul prior to last gaining team possession during the down. Team B will take the ball with Team A accepting the penalty for the holding foul by B95 during B31's run. The basic spot is the end of B31's run, B's 20. The spot of the foul is B's 25. B's ball on B's 10, 1st and 10.
73. A24 muffed the handoff. The fumble is by the player that attempted to hand the ball to A24. The advance by A73 on 4th down is legal since there has been a change of team possession during the down. Touchdown for Team A. Team B will leave the field of play and there will be no try. Team A wins by six points.
74. If the officials are not positive that a team has violated Rule 3-5-2-c (illegal substitution), they should not sound their whistles and penalize the team five yards for the substitution violation. (See A.R. 9-1-4-VIII), Therefore, Team B is penalized 15 yards for 12 or more players participating during the down. The penalty is enforced from the previous spot, A's 8. A's ball on A's 23, 3rd and 10.
75. If A Team B lineman enters the neutral zone directly toward a Team A lineman, then that Team A player and the two adjacent linemen are considered to be threatened. B54 jumped into the neutral zone in from of the left guard but did not make contact. The left tackle, the left guard and the snapper are the linemen considered to be threatened. The right guard is not considered threatened and therefore is guilty of a false start, a dead ball foul. A's ball on B's 45, 4th and 6.
76. Team A commits two live ball fouls during the down. The basic spot for the holding foul is B's goal line. A63's holding foul occurred in advance of the basic spot. If Team B accepts the holding penalty, it would be A's ball on B's 10, 2nd and goal. Team B will accept the penalty for the illegal formation foul. A's ball on B's 13, 2nd and goal.
77. B21 commits a holding foul during a running play. There is no legal forward pass during the down. The basic spot is the end of QB A11's run, A's 42. A's ball on B's 48, 1st and 10.
78. A field goal shall be scored for the kicking team if a drop kick or place kick passes over the crossbar between the uprights before it touches a player of the kicking team or the ground. Touchback. B's ball on B's 20, 1st and 10.
79. Team A commits two live ball fouls during B14's touchdown run. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown are penalized on the try. The blocking below the waist foul by A53 is considered a personal foul. Touchdown for Team B. If the penalty is declined, B's ball on A's 3, try. 80. B51 commits a live ball face mask foul which carries a 15-yard penalty and a first down since it is considered a personal foul. QB A11's run ended behind the neutral zone. The basic spot is the previous spot, B's 30. A's ball on B's 15, 1st and 10.
81. Tripping is using the lower leg or foot to obstruct an opponent (except the runner) below the knees. B31 does not commit a foul. The recovery and advance by B72 is legal. B's ball on A's 20, 1st and 10.
82. A33 commits a chop block when he blocks B50 at the thigh or below while B50 is in contact with A54, B50 is in the act of disengaging from A54 or B50 has just disengaged from A54 but is still confronting A54. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown are penalized on the try. Touchdown for Team B. If the penalty is declined, B's ball on A's 3, try. If the penalty is declined, B's ball on A's 1 1/2, try. {Change: 7/11/98}
83. The foul is not defensive pass interference since the pass was thrown to the other side of the field. B35 committed an incidental face mask foul against an eligible receiver, A82. The legal forward pass crossed the neutral zone. Therefore, the penalty carries a first down in addition to the 5-yard penalty. A's ball on B's 35, 1st and 10.
84. The ball becomes dead in A's end zone when the ball hits the pylon. A muff of the rolling ball does not add new impetus. Team A provided the impetus with the backward pass. Safety. Team B scores two points. A's ball on A's 20, free kick.
85. After the pass completion, it is A's ball on B's 35, 4th and 3. The line to gain is B's 32. The spike occurs on 4th down. Team B commits an offside foul since entering substitute B41 is on A's side of the neutral zone when the ball is snapped. The live ball foul occurs during a down in which time expires. The period will be extended with an untimed down. A's ball on B's 30, 1st and 10.
86. Contact that occurs when or after a scrimmage kick has been touched is not roughing or running into the kicker or holder. The kick remains behind the neutral zone. The previous spot and B's 20 exceptions on a missed field goal attempt are not applicable. B's ball on B's 18, 1st and 10. [See #88]
87. Team A and Team B commits live ball fouls during the down. Team B did not foul prior to last gaining team possession. Team B will decline offsetting fouls. The basic spot is the end of B31's run, the 50. B52's blocking below the waist foul occurs behind the basic spot, B's 40. B's ball on B's 25, 1st and 10.
88. The kick remains behind the neutral zone. The previous spot and B's 20 exceptions on a missed field goal attempt are not applicable. B's ball on B's 16, 1st and 10. [See #86]
89. An invalid fair catch signal is not a foul. The ball becomes dead when caught or recovered on B's 10 by B22. It does not matter if B22 was able to see B31's signal. All subsequent action was with a dead ball. Officials need to shower down on the whistle and move in to discourage B22 from advancing.
