93. The momentum exception terminates when A83 intercepts the illegal forward pass and carries the ball into B's end zone. Assume that the score is A6-B15 late in the 4th quarter. Team A could accept the penalty for the illegal forward pass resulting in a safety. The score would then be A8-B15. Team A would be in better position to win or tie after receiving the subsequent free kick from B's 20. In almost all cases, this would be a touchdown for Team A. A's ball on B's 3, try.
94. A64 commits a false start causing the ball to remain dead. B51 then commits a dead ball personal foul when he slams QB A11 to the ground. The penalties for the dead ball fouls are enforced separately and in order of occurrence from A's 30. The penalty for the personal foul carries a first down. B51 may be disqualified. A's ball on A's 40, 1st and 10.
95. Acceptance or declination of the penalty may depend on the time remaining, the score, field conditions and other factors. Team A fouled prior to last gaining team possession. If Team B accepted the penalty, the penalty would be enforced from the spot of the foul, B's 30, since this spot is behind the basic spot, B's 25. It would be A's ball on B's 45, 4th and 21. A83 fumbled the ball forward and out of bounds. The ball is returned to the spot of the fumble, A's 5. Team B will most likely decline the penalty. A's ball on A's 5, 1st and 10.
96. A75 committed an ineligible receiver downfield foul as soon as the legal forward pass crossed the neutral zone. An eligible receiver may advance beyond the neutral zone when the pass is thrown. The fact that A75 returns behind the neutral zone at any time is not relevant. The penalty does not carry a loss of down. A's ball on B's 35, 3rd and 15.
97. Team B commits two live ball fouls during the down. B92's holding foul occurs less than three yards beyond the neutral zone. The basic spot is the previous spot. The blocking below the waist foul by B33 on B's 20 is a postscrimmage kick enforcement foul since the foul occurs three or more yards beyond the neutral zone. The postscrimmage kick spot is the end of the punt, B's 6. Team A will accept the penalty for one of the fouls so the illegal touching by A24 is ignored. If Team A accepts the penalty for the blocking below the waist foul, it would be B's ball on B's 3, 1st and 10. This appears to be a tough choice but a decision is made. Team A accepts the penalty for the holding foul. A's ball on B's 35, 4th and 2.
98. B41 did not complete the catch as he came down on the sideline. The play is an incomplete legal forward pass. A82 commits a dead ball personal foul. A's ball on B's 45, 4th and 27.
99. The block by A53 below the waist from the side is a legal block. A74 commits a dead ball personal foul. The penalty is enforced on the try. Touchdown for Team A. A's ball on B's 18, try.
100. QB A11's run ends beyond the neutral zone at B's 46. This is the basic spot for fouls that occur during the run or during the subsequent fumble. The holding foul by B54 is enforced from the basic spot. A's ball on B's 36, 1st and 10.
101. A32's run ends beyond the neutral zone at B's 8. Team A earns a first down. Team B commits a live ball foul with 12 players participating. A46 commits a dead ball personal foul. The penalty for Team B's foul will be declined. The penalty for Team A's dead ball foul is enforced from the succeeding spot, B's 8. The foul occurred before the ready for play. A's ball on B's 23, 1st and 10.
102. Team A commits a live ball foul during the down and a dead ball foul after the down. A32 is guilty of a noncontact dead ball foul when he throws the football at B21 when the down ends. A3 commits a live ball blocking below the waist foul on A's 48 which is behind the previous spot, the 50. Team A failed to make a first down. If Team B declines the penalty for A's live ball foul, it will be A's ball on A's 41, 4th and 17. If Team B accepts the penalty for A's live ball foul, the penalty is enforced from A's 48 to A's 33. The penalty for A's dead ball foul is then enforced from A's 33 to A's 18. A's ball on A's 18, 3rd and 40. {Change: 7/18/98}
103. A82 commits an illegal touching (not first touching) violation on A's 44. B51's face mask foul occurs during the free kick. Team A will accept the penalty to prevent Team B from taking the ball at A's 44. A's ball on the 50, free kick.
104. The muff by A32 on B's 16 occurs after the kick has gone ten yards. The kick rolls out of bounds on B's 12. This is not a free kick out of bounds foul since B4 touched the ball. B's ball on B's 12, 1st and 10.
105. A64 commits an illegal touching foul whether he touches or is touched by the ball. The down ends with Team B in possession on B's 30. If Team B accepts the penalty, it would be A's ball on A's 45, 1st and 15. In 1998, there is no loss of down. Team B will decline the penalty. B's ball on B's 30, 1st and 10.
106. B55 commits a holding foul near the neutral zone during the field goal attempt. If the penalty for the holding foul is accepted, the three points are taken off the scoreboard and it would be A's ball on B's 10, 4th and 6. Team A will decline the penalty and take the three points. Field goal for Team A. A's ball on A's 35, free kick.
107. A82 commits an illegal touching violation on B's 35 but not a foul for interference with the opportunity to make a fair catch. The down ends when B36 recovers the kick on B's 38 which is in advance of the spot of illegal touching, B's 35. Team B will take the ball at this spot. The email consensus is that Team B should not be penalized for delay when the officials fail to shower down on the whistle. On exams, Team B is usually flagged for delay with this type of advance. If Team B is flagged for delay, it would be B's ball on B's 33, 1st and 10. {Change: 7/18/98} [See #89, #114]
108. Player A83 commits a dead ball personal foul after the down ends as B49 is downed on A's 12. If Team A accepted the penalty for the blocking below the waist foul by B28 during B49's run, Team B would put the ball in play on A's 13 1/2 with an untimed down. The penalty for A83's dead ball foul would be enforced from A's 27 after enforcement of the live ball foul from A's 12. Team A will probably decline this penalty which ends the period. The penalty for A83's dead ball will be enforced to start the first extra period. The first extra period will start from either the 12 1/2 or the 40. It will be 1st and 10.
109. B94 commits a holding foul when he tackles A32 behind the neutral zone. The down ends with Team A in possession on A's 40 after a change of team possession during the down. The clock was stopped to award a first down to Team A. The basic spot is the previous spot, B's 48. If Team A accepts the penalty, it would be A's ball on B's 38, 3rd and 8. Team A may want to start with a new series of downs. If the penalty is declined, it is A's ball on A's 40, 1st and 10. The clock starts on the ready for play.
110. Team B will decline the penalty for the illegal formation foul by Team A. The foul by B25 is a dead ball noncontact foul carrying a 15-yard penalty. Touchdown for Team B. B's ball on A's 18, try.
111. A32 advances beyond the neutral zone to B's 23. The legal clipping zone no longer exists when A74 clips B55. The penalty is enforced from the spot of the foul which is somewhere on B's 30. A's ball on B's 45, 2nd and 25.
112. The fumble is by QB A11, not A32, when the handoff is not completed. The push in the back by A32 is legal since A32 may push, but not pull, an opponent to reach a loose ball. The down ends with Team A in possession on A's 36. A's ball on A's 36, 1st and 10.
113. A backward pass rolls into B's end zone. The basic spot for the running play which includes the run by QB A11 and the subsequent loose ball is the end of the run, B's 4. The holding foul by B92 occurred during the running play on B's 2. It is a touchback if the penalty is declined. The penalty is accepted and is enforced (half the distance) from the basic spot. A's ball on B's 2, 2nd and goal.
114. A44 commits an illegal motion foul at the snap. An invalid fair catch signal is not a foul. The ball becomes dead when B42 recovers the ball on B's 16. All subsequent action was with a dead ball. The email consensus is that Team B should not be penalized for delay when he advances only one yard. This appears reasonable. If the penalty for A's live ball foul is declined, it would be B's ball on B's 16, 1st and 10. The penalty for A's live ball foul will most likely be accepted. A's ball on A's 45, 4th and 15. 115. The run by B21 ends on B's 40. A11 commits a foul when he grabs the helmet opening of B21. The 15-yard penalty for the live ball foul is enforced from the basic spot. The first half is extended by an untimed down. B's ball on A's 25, 1st and 10.
116. Unsuccessful field goal The ball is untouched by Team B beyond the neutral zone. The ball crosses the neutral zone. The ball will next be put in play at the previous spot. B's all on B's 27, 1st and 10.
117. The ball remains live when the ball touches the ground in B's end zone since a Team B player touched the ball before it hits the ground in B's end zone. An accidental kick is considered a muff. There is no foul for a kick out of bounds since Team B touched the kick before it went out of bounds. B's ball on B's 1, 1st and 10.
118. There can be no defensive pass interference since the pass is uncatchable. However, B31 is guilty of spearing, a personal foul. The penalty is 15 yards and a first down. If the pass was catchable, Team A would have the option of selecting the penalty for the defensive pass interference foul or the spearing foul. B31 may be disqualified. A's ball on B's 35, 1st and 10.
119. B21 fumbles the ball while the ball is still in B's end zone. The fumble goes forward and out of bounds. The ball is returned to the spot of the fumble which is in B's end zone. The ball is declared dead in B's end zone with Team B in possession. The ball is in B's end zone based on the momentum exception. B's ball on B's 4, 1st and 10.
120. B21 is guilty of a noncontact foul after the first half ends and is disqualified. The 15 yard penalty will be enforced to start the second half. The first half is not extended. If this play occurred after the last timed down of the second half and the score was not tied, the game would be over. The free kick to start the second half will be from the 20 or from the 50.
