[Rule 3-5-2-f New] While in the process of substitution or simulated substitution, Team A is prohibited from rushing quickly to the line of scrimmage and snapping the ball with the obvious attempt to create a defensive disadvantage. This a dead ball foul. The first foul is a substitution infraction, 5 yards. Subsequent infractions are unsportsmanlike conduct fouls, 15 yards. [See #7]
3. RULING: A's ball, 4th and 9, on A's 39. [Rule 1-4-5-p New] Legal. Two defensive players are permitted to wear one 4-inch by 12-inch white towel without markings attached to the front belt. One white towel without markings may be worn by one interior offensive lineman and a 4-inch by 12-inch white towel without markings may be worn on the front belt of one offensive player. The defensive players may wear the towels during a free kick play. [See #20]
4. RULING: A's ball, 1st and 10, on B's 39. Signal #21, delay of game. [Rule 7-1-4-a-4 New] Defensive player(s) aligned in a stationary position within one yard of the line of scrimmage canot make quick and abrupt actions that are not part of normal defensive player movement in an obvious attempt to cause an offensive player(s) to foul (false start). Signal #21, delay of game, is used if the defensive player does not enter the neutral zone. Signal #18, offside, is used if the defender enters the neutral zone. [See #12,#19]
5. RULING: Illegal equipment. [Rule 1-4-3-c New] The home team must change jerseys. If a colored jersey contains white, it may appear only as a number, border or a number, stripes on a sleeve, maximum 1 inch border around the collar and/or cuffs, maximum 4 inch stripe along the side stream, player's name, institution's name, or a part of a legal insignia.
6. RULING: B's ball, 1st and 10, on B's 29. [Rule 6-5-3 New] An illegal signal is a valid or invalid signal when a fair catch is not permissible by rule (e.g. signal after ball strikes ground or after ball caught). The ball must cross the neutral zone and the signal must be beyond the neutral zone. There is no foul and no penalty in 2000. The ball becomes dead upon possession by B29. The player who gives an illegal signal does not get fair catch protection. [See #16]
7. RULING: A's ball, 4th and 17, on B's 33. A78 did not intentionally touch the ball. There is no foul. The result of the play is an incomplete legal forward pass. [See #11,#17]
9. RULING: A's ball, 2nd and 10, on A's 14. [Rule 7-3-2-d New] A passer who is five or more yards toward the sideline from the original position of the ball at the snap may throw the ball so that it crosses the neutral zone to avoid loss of yardage without penalty. A legal forward pass has crossed the neutral zone when it first strikes the ground, a player, an official or anything beyond the neutral zone inbounds. QB A8 threw a legal forward pass. [See #13]
10. RULING: A's ball, 2nd and 14, on A's 48. [Rule 9-1-2-e-1 New] Offensive players positioned more than seven yards in any direction from the middle lineman of the offensive formation or in motion at the snap are prohibited from blocking below the waist toward the original position of the ball in and behind the neutral zone and within 10 yards beyond the neutral zone. The motion now includes offensive players in motion in any direction. The 10 yards beyond the neutral zone has been expanded from five yards. Running in place is considered to be in motion. [See #15]
11. RULING: B's ball, 1st and 10, on the 50. [Rule 7-3-11 New] No originally ineligible player while inbounds shall intentionally touch a legal forward pass until it has touched an opponent. Guard A65 did not intentionally touch the ball. Players of either team may interfere beyond the neutral zone after the pass has been touched. A defensive player may use his hand or arm to ward off or block an opponent during any forward pass that crossed the neutral zone and has been touched by any player. [See #8,#17]
12. RULING: A's ball, 4th and 13, on A's 35. [Rule 7-1-4-a-4 New] Defensive player(s) aligned in a stationary position within one yard of the line of scrimmage canot make quick and abrupt actions that are not part of normal defensive player movement in an obvious attempt to cause an offensive player(s) to foul (false start). The movement by the defense is part of a normal defensive player movement. No defensive player entered the neutral zone. False start by A65. [See #4,#19]
13. RULING: A's ball, 3rd and 16, on A's 14. [Rule 7-3-2-d New] A passer who is five or more yards toward the sideline from the original position of the ball at the snap may throw the ball so that it crosses the neutral zone to avoid loss of yardage without penalty. A legal forward pass has not crossed the neutral zone when it first strikes the ground, a player, an official or anything in or behind the neutral zone inbounds. The technical wording of the rule implies that this is an illegal forward pass. Reasonableness dictates that this should be a legal forward pass. [See #9]
14. RULING: Illegal equipment. [Rule 1-4-5-i New] Jerseys, undershirts and the exterior of arm pads must be made of unaltered cloth or an elastic fabric with nothing to enhance contact with a football.
15. RULING: A's ball, 3rd and 12, on A's 39. [Rule 9-1-2-e-1 New] A22 is in motion at the snap The motion now includes offensive players in motion in any direction. The 10 yards beyond the neutral zone has been expanded from five yards. Running in place is considered to be in motion. A22's block occurred less than 10 yards beyond the neutral zone. The spot of the foul is behind the end of the run. [See #10]
16. RULING: Touchback. B's ball, 1st and 10, on B's 20. [Rule 6-5-3 New] An illegal signal is a valid or invalid signal when a fair catch is not permissible by rule (e.g. signal after ball strikes ground or after ball caught. The ball must cross the neutral zone and the signal must be beyond the neutral zone. There is no foul and no penalty in 2000. The ball becomes dead when it hits in B's end zone since a Team B player did not touch the ball in the field of play. The player who gives an illegal signal does not get fair catch protection. [See #6]
17. RULING: A's ball, 2nd and 4, on A's 43. [Rule 7-3-11 New] No originally ineligible player while inbounds shall intentionally touch a legal forward pass until it has touched an opponent. Tackle A77 did not intentionally touch the ball. Pass interference cannot occur since the pass did not cross the neutral zone. The 10-yard penalty for the holding foul does not carry a first down also since the pass did not cross the neutral zone. The same logic applies if the foul occurs after the pass is touched. [See #8,#11]
18. RULING: B's ball, 1st and 10, on B's 17. [Rule 2-3-3-c New] B30 commits a block below the waist foul. The block occurs after a change of team possession. Blocking below the waist fouls supercede chop block fouls after a change of team possession during the down. [See #1]
19. RULING: A's ball, 3rd and 6, on B's 39. [Rule 7-1-4-a-4 New] Defensive player(s) aligned in a stationary position within one yard of the line of scrimmage canot make quick and abrupt actions that are not part of normal defensive player movement in an obvious attempt to cause an offensive player(s) to foul (false start). The action by B56 is considered part of a normal defensive movement. [See #4,#12]
20. RULING: Illegal equipment. [Rule 1-4-5-p New] Defensive players B22 and B38 may wear the towels. Offensive players may not wear towels during a free kick. A7 must remove the towel. Two defensive players are permitted to wear one 4-inch by 12-inch white towel without markings attached to the front belt. For scrimmage downs, one white towel without markings may be worn by one interior offensive lineman and a 4-inch by 12-inch white towel without markings may be worn on the front belt of one offensive player. 21. RULING: A's ball, 1st and 10, on B's 22. A82 is an eligible receiver since he returned inbounds immediately after being pushed or blocked out of bounds. B21 commits a holding foul and not defensive pass interference since the pass had not been thrown. The clipping foul by B63 is the second foul by Team B during the down. The holding foul by B21 carries a first down since the foul was against an eligible receiver and the legal forward pass crossed the neutral zone. Team A will accept the penalty for the holding foul and decline the penalty for the clipping foul.
22. RULING: A's ball, 1st and 10, on A's 6. Both teams committed live ball fouls. There was no change of team possession during the down. The fouls are offsetting.
23. RULING: A's ball, 4th and 1, on the 50. The clock starts on the snap. Team A is the team last in possession during the down. A74 fouled before Team A last gained possession during the down. The penalties for the two live ball fouls offset. There is no other option.
24. RULING: A's ball, 4th and 6, on B's 48. After making a waving signal for a fair catch and not touching the ball, B31 shall not block or foul an opponent during the down. The penalty is 15 yards. Postscrimmage kick enforcement is applicable. The postscrimmage kick spot is B's 20 because of the touchback. Team B could decline offsetting fouls and take the ball with the penalty for their foul being optionally enforced from B's 12. It would be B's ball, 1st and 10, on B's 6. Team B will most likely accept offsetting fouls.
25. RULING: Touchback. B's ball, 1st and 10, on B's 20. The clock starts on the snap. QB A8 threw an illegal forward pass since he was beyond the neutral zone when the pass was released. Pass interference is applicable only during a legal forward pass. The push by B45 is legal. The result of the play is a touchback. Team B will decline the 5-yard penalty and loss of down for the illegal forward pass.
