The block from behind at the knee (clipping) by the offensive player is a foul only because the ball is touched by a player outside the legal clipping zone before the contact occurs. Rules on illegal blocks are specific and are independent of whether or not an injury is likely. If the rules committee wanted the possibility of injury to be a factor, they would have so stated in the rules. The two live ball fouls are offsetting fouls. The down will be replayed.
28. RULING. B's ball, 1st and 10, on A's 10. Pass interference cannot occur behind the neutral zone. A defensive player legally may use his hand or arm to reach this legal forward pass (loose ball) behind the neutral zone. There is no foul. There would be a holding foul if B51 tackled A32.The catch and advance by B99 is legal.
29. RULING: A's ball, 1st and 16, on A's 14. The clock starts on the snap. Back A32 threw a backward pass from A's 26 to A63. The ball is not returned to the spot of the backward pass as it would for a fumble. The end of the run is A's 26 which is beyond the neutral zone. The spot of the foul, A's 24, is behind the end of the run. The 10-yard penalty is enforced from the spot of the foul. The penalty would also be enforced from the spot of the foul if the foul occurred behind the neutral zone.
30. RULING: B's ball, 1st and Goal, on A's 7. The kick by A6 is an illegally kicking the ball foul and not an illegal kick. It is not a punt. The direction of the illegal kicking does not matter. The penalty is 15 yards and a loss of down. The 15-yard penalty is enforced from the spot of the foul. If this was a third down play, Team B would probably elect to take the ball on A's 31.
31. RULING: B's ball, 1st and 10, on A's 37. Disqualify B28. A62 commits an illegal batting foul since he batted the ball forward. A62 also commits an illegal touching violation. The foul carries a 15-yard penalty but no loss of down since the punt was beyond the neutral zone. Team B will decline the penalty and take the ball at the spot of illegal touching, A's 37. The penalty for B28's dead ball foul is enforced from A's 22. If Team B accepted the penalty for the illegal kicking foul, the 15-yard penalty for the live ball foul would be enforced from A's 18 and it would be A's ball, 1st and 10, on A's 24.
32. RULING: A's ball, 2nd and 2, on B's 40. The clock starts on the ready. B45 commits a holding foul. A88, now an ineligible receiver, commits an illegal touching foul when he touches the legal forward pass after voluntarily being out of bounds during the down. The fouls offset regardless of what happens during the rest of the down. The bat by A88, although illegal touching, is a legal bat. The push by B58 is legal since a player has touched the legal forward pass. The down will be replayed. The clock was stopped to award a first down to Team A.
33. RULING: A's ball, 1st and 10, on A's 25. The clock starts on the snap. QB A8 committed an illegal forward pass foul since he was beyond the neutral zone when he threw the pass. A74 may legally touch the ball since this is an illegal forward pass. B90 commits a holding foul when he tackles A74 before A74 can catch the ball. B90 could have legally pushed A74 to get to the loose ball. The fouls offset. The clock was stopped for the touchdown by B25.
34. RULING: A's ball, 1st and 10, on A's 49. The clock starts on the ready. The down ends with A33 in possession on A's 49. The block below the waist by A74 is legal since there was no change of team possession at the time of the block. The clock was stopped to award a first down to Team A.
35. RULING: B's ball, 1st and 10, on A's 25. The push in the back by A54 is legal since A54 is attempting to recover a loose ball. B49 commits a grasping the face mask foul. 38. RULING: B's ball, 1st and 10, on A's 40. A7 fumbled the ball on 4th down. The ball becomes dead when recovered by A72 on A's 25. Team A failed to gain a first down on 4th down. The ball goes over on downs. B90 commits a dead ball face mask foul. The 15-yard penalty is enforced from the succeeding spot, A's 25.
39. RULING: A's ball, 1st and 10, on the 50. The clock starts on the snap. A player blocked by an opponent into a scrimmage kick that has crossed the neutral zone shall not, while inbounds, be deemed to have touched the kick. There is no illegal touching. If Team A accepted the penalty for the block below the waist after Team B possession, it would be B's ball, 1st and 10, on B's 33. Team A will decline the penalty and take the ball at the spot of recovery. The down was a legal kick down.
40. RULING: B's ball, 1st and Goal, on A's 5. A7 threw a legal forward pass. A32 threw an illegal forward pass since it was the second forward pass during the down. Team B could accept the penalty which would result in a safety. Team B would be awarded two points and Team A will free kick from A's 20. Team B will probably accept the result of the play.
41. RULING: A's ball, 3rd and 6, on A's 14. The clock starts on the snap. A85 remains an eligible receiver. The holding foul by B45 occurs during a running play. The run ended behind the neutral zone. The basic enforcement spot is the previous spot. It would be an automatic first down if a legal forward pass was thrown and crossed the neutral zone.
42: RULING: A's ball, 1st and 10, on B's 28. The clock starts on the snap. The result of the play is a touchback. The holding by B20 occurred against an eligible receiver.
