53. RULING: A's ball, 1st and Goal, on B's 5. The clock starts on the snap. The ball remains a live ball when it rolls into B's end zone since the punt was touched by a Team B player after the kick crossed the neutral zone. The impetus is from the punt. B30 commits an illegal batting foul since he batted a loose ball in an end zone. Postscrimmage kick enforcement is not applicable since Team A is in legal possession of the ball when the kick ends. Enforcement of the penalty would be from the previous spot with Team A retaining the ball. It would be A's ball, 1st and 10, on B's 35. Team A will decline the penalty and take the ball on B's 5.
54. RULING: A's ball, 1st and 10, on B's 25. The dropping down into a 3-point stance by A78 is not a shift since he is the only Team A player moving after the previous shift by the remainder of Team A. This is not a false start. There is not a foul for the contact and another foul for the personal foul. B90 commits a dead ball personal foul. The 15-yard penalty is enforced from the succeeding spot, B's 40.
55. RULING: B's ball, 1st and 10, on A's 46. A7's kick crossed the neutral zone. The ball becomes dead when A88 recovers the ball on A's 46. This is an illegal touching violation. Team B will take over at the spot of the illegal touching, A's 46.
56. RULING: Touchdown. A's ball, try, on B's 3. Forward progress is a term indicating the end of advancement by the runner or airborne pass receiver of either team and applies to the position of the ball when it become dead by rule. Approved Ruling 5-1-3-I covers this play. It would be B's ball, 1st and 10, on B's 3 if a Team B player intercepted the ball in B's end zone and was driven forward and landed on his back on B's 3.
57. RULING: A's ball, 1st and 10, on A's 45. The ball remains dead when Guard A66 flinches. All subsequent action was with a dead ball. The action by Linebacker B59 is legal since is was a normal defensive movement and B59 did not enter the neutral zone. A66 commits a false start whiich is enforced from the succeeding spot, A's 35, back to A's 30. The 15-yard penalty for B90's dead ball face mask foul is then enforced from A's 30. The penalty for the face mask foul carries a first down. The penalties do not cancel since the first foul is not an unsportsmanlike foul nor a personal foul.
58. RULING: A's ball, 4th and 1, on B's 32. The tossing of the ball from airborne End A3 forward to A24 is considered legal batting of a forward pass in flight. End A3 cannot throw an illegal forward pass since he does not have player possession while airborne. The advance by A32 is legal. It would be an incomplete legal forward pass if the batted ball hit the ground on B's 37. Team A may want to accept the offside penalty and give up 18 yards for an extra down. It would be A's ball, 3rd and 19, on the 50.
59. RULING: A's ball, 1st and Goal, on B's 5. The end of A33's run is B's 10. The 15-yard penalty for B93's face mask foul is enforced from the end of A33's run. Team A could decline the penalty and it would be A's ball, 4th and Goal, on B's 6. Team A will accept the penalty.
60. RULING: A's ball, 1st and Goal, on B's 8. A40 may push B24 out of the way since B24 previously touched the punt and A40 is eligible to touch the ball. A40 recovers a live ball on B's 8. A40 may not advance.
61. RULING: A's ball, 1st and 10, on B's 18. The clock starts on the ready. B20 threw an illegal forward pass from B's end zone. The spot of the foul is the spot of the pass. Acceptance of the penalty results in a safety with Team A scoring two points. It would be B's ball, free kick, on B's 20. Team A will probably decline the penalty and take the ball at the spot of recovery, B's 18. Team A might feel that they have the field goal option if they fail to score a touchdown. The clock was stopped to award a first down to Team A.
62. RULING: Touchback. B's ball, 1st and 10, on B's 20. The impetus that put the ball into B's end zone is the punt. The ball becomes dead when the ball goes out of the back of the end zone. It would have been a touchdown for Team A if A32 recovered the ball in B's end zone since B22 previously touched the ball beyond the neutral zone.
63. RULING: A's ball, 1st and Goal, on B's 8. There is no defensive pass interference since the pass was not catchable. However, B21 commits a grasping the face mask personal foul. The 15-yard penalty is enforced from the previous spot and carries a first down.
64. RULING: A's ball, 1st and 10, on A's 48. Tripping is legal against the runner. The illegal position foul by the offense and the 12 players participating by the defense combine into offsetting fouls. The 15-yard penalty for the dead ball personal foul by B90 is enforced from the succeeding spot, A's 33.
65. RULING: A's ball, 1st and 10, on B's 47. Disqualify A23 & B90. The punt crosses the neutral zone and returns behind the neutral zone. B58 touched the ball after the kick crossed the neutral zone. The ball becomes dead when recovered by A23 on B's 47. It is unlikely that B90 would be called for a late hit. The dead ball fouls, unsportsmanlike foul by A23 and personal foul by B90, cancel. A23 is disqualified due to the fighting rule.
66. RULING: A's ball, 1st and 10, on A's 39. A23 throws a legal foward pass since he is five yards toward the sideline from the original position of the bal and the pass crosses the neutral zone. B33 held an eligible receiver, A88, during the down. The fact that the holding occurred during A23's run is not relevant. The 10-yard penalty is enforced from the previous spot, A's 29, and carries an automatic first down.
67. RULING: A's ball, 2nd and 15, on A's 20. B53 commits defensive pass interference and also a personal foul. This combines with the illegal motion foul by Team A and the fouls offset. The down will be replayed.
68. RULING: A's ball, 3rd and 52, on A's 24. Disqualify A73. The chop block by Team A occurs on B's 46 which is behind the neutral zone. The foul occurs during a legal forward pass play and the basic enforcement spot is the previous spot, B's 39. The 15-yard penalty is enforced from the spot of the foul, B's 46, which takes the ball to A's 39. The 15-yard penalty for A73's dead ball foul is then enforced from the succeeding spot, A's 39. Team B could decline the penalty for the chop block foul. It would be A's ball, 4th and 33, on A's 43.
69. RULING: A's ball, 1st and 10, on B's 43. A82 is not out of bounds when he touches the ball. This has been the interpretation that I have been familiar with over the years. There have been reports that this interpretation has changed over the years. The catch is legal. The play ends when A82 goes out of bounds on B's 43.
70. RULING: A's ball, 3rd and 2, on B's 15. The clock starts on the ready. B93 commits a holding foul. B93 may push A16 but may not tackle him during the loose ball. An inadvertent whistle is blown. Team will not elect to take the ball at the spot of the backward pass nor will they elect to replay the down. Team A will accept the penalty. The basic enforcement spot is the previous spot, B's 25.
71. RULING: B's ball, 1st and 10, on B's 43. Team B did not foul before last gaining possession. The basic enforcement spot is the end of B52's run, A's 20. The 15-yard penalty for B49's clipping foul is enforced from the spot of the foul, A's 42.
72. RULING: A's ball, 1st and 10, on B's 45. The clock starts on the snap. The holding foul by B44 occurs behind the neutral zone so postscrimmage kick enforcement is not a consideration. An invalid signal is not a foul. The ball becomes dead when A82 catches the ball on B's 45. The ball belongs to Team A since B47 muffed the punt. Team A will decline the penalty for the foul by B44.
73. RULING: A's ball, 4th and 16, on A's 1. Extend the period. The ball becomes dead when caught by B29 after the fair catch signal by B31. Team B could decline the penalty for A74's block below the waist foul. Team A then would have the option of accepting or declining the penalty for B63's block in the back foul. If accepted, it would be B's ball, 1st and 10, on A's 38. If declined, the game would be over. Team B will accept offsetting fouls. The down will be replayed. The Team A QB need only take the snap and go to a knee while keeping the ball over the field of play.
74. RULING: B's ball, 1st and 10, on B's 17. The impetus for the ball being in B's end zone is the forward pass by Team A. The ball remains in B's end zone so the basic enforcement spot is B's 20. B48's block below the waist foul occurs on B's 4 which is behind the basic enforcement spot. The 15-yard penalty for B48's foul is enforced from B's 4. The penalty for A73's dead ball personal foul is enforced from the succeeding spot, B's 2. A73 may be disqualified.
75. RULING: Safety. B's ball, free kick, on B's 35. The impetus for the ball being in B's end zone is the forward pass by Team A. The ball remains in B's end zone so the basic enforcement spot is B's 20. B22's holding foul occurs in B's end zone which is behind the basic enforcement spot. This results in a safety. The penalty for A55's dead ball personal foul is enforced from the succeeding spot, B's 20.
