2000 CCA PRESEASON EXAM

ANSWERS 76 to 100

76. RULING: A's ball, 1st and 10, on B's 25. The block below the waist by B56 is legal since the pass was a forward pass. The block below the waist by A83 is also a legal block. Both blocks were behind the neutral zone. The catch by A74 and a74's advance is legal.

77. RULING: A's ball, 1st and Goal, on B's 7. The clock starts on the ready. The pass by A5 is a legal forward pass that crosses the neutral zone. B51 commits defensive pass interference on B's 10 that involves a personal foul. B8's fumble that went forward and out of bounds between the goal lines is returned to the spot of the fumble, B's 7. If Team A accepts the penalty, it would be A's ball, 1st and Goal, on B's 10. Team A will decline the penalty.

78. RULING: A's ball, 1st and 10, on B's 30. Disqualify B91. A88's run ends at A's 40. The 15-yard penalty for roughing the passer is tacked on to the end of the run, taking the ball to B's 45. B91 commits a dead ball unsportsmanlike foul. The 15-yard penalty is enforced from the succeeding spot, B's 45.

79. RULING: A's ball, 1st and Goal, on B's 10. No defensive player, in an attempt to block, bat or catch a kick, may place a hand on a teammate to get leverage for additional height. This is a live ball foul with a 15-yard penalty from the previous spot. If Team A declines the penalty, Team A would score three points and it would be A's ball, free kick, on A's 35. Team A will most likely accept the penalty and waive off the three points.

80. RULING: A's ball, 1st and 10, on B's 34. The clock starts on the ready. The block by A48 is a legal block. The fumble by A32 went forward and out of bounds between the goal lines. The ball is returned to the spot of the fumble, B's 34.

81. RULING: A's ball, 4th and 12, on A's 18. Team A commits an illegal position foul at the snap. B41's blocking below the waist foul does not carry postscrimmage kick enforcement since Team A is in legal possession of the ball at the end of the down. Therefore, the two live ball fouls during the punt are offsetting.

82. RULING: A's ball, 4th and 8, on B's 12. The clock starts on the ready. The recovery and advance by A32 is legal since this is not a fourth down play. The bat by B93 is legal since the ball was batted backward. This results in A32's fumble going forward and out of bounds. The ball is returned to the spot of the fumble, B's 12.

83. RULING: Touchdown. A's ball, try, on B's 3. A backward pass, not a fumble, on 4th down was recovered in B's end zone. The ball becomes dead when a simultaneous catch or recovery of a live ball occurs. If a fumble (or backward pass) is caught or recovered simultaneously by opposing players, the ball becomes dead and belongs to the team last in possession. The impetus for the ball being in B's end zone is not relevant since Team A has possession of the ball in B's end zone.

84. RULING: A's ball, 3rd and 25, on A's 30. The movement by Guard A65 going downfield after the pass was thrown is legal. The last known interpretation is that it is not a foul for A65 to push B28 out of the way after the pass is touched but A65 commits an illegal touching foul. The 5-yard penalty is enforced from the previous spot, A's 35, with no loss of down.

85. RULING: A's ball, 4th and 7, on A's 34. The clock starts on the snap. A44 throws an illegal forward pass from A's 36. B34 commits a holding foul since there can be no pass interference during an illegal forward pass. The remaining action during the down does not alter the fact that the fouls are offsetting. The clock was stopped because A60 ran out of bounds.

86. RULING: A's ball, 1st and Goal, on B's 10. The clock starts on the ready. B55 commits a grasping the face mask personal foul during a running play. A33's run ends on B's 20. The ball goes out bounds between the goal lines in advance of the spot of the fumble and is returned to the spot of the fumble.

87. RULING: Series ends. B's ball, 1st and 10, on A's 25. Linebacker B56 is assumed not to be within one yard of the line of scrimmage. B56 does not enter the neutral zone. B56 does not foul. The penalty for B92's block below the waist foul is declined by rule. There is no score.

88. RULING: Overtime. A's ball, 1st and 10, on B's 25. Team B will decline the penalty for A85's grasping the face mask personal foul and the game will go into overtime. The penalty does not carry over to the overtime. The Team A and Team B designations may change.

89. RULING: Touchdown. A's ball, try, on B's 3. The action by A54 is legal since A54 did not advance more than three yards beyond the neutral zone. The batting of the legal forward pass by A82 is legal. The unintenional touching of the ball by A54 is no longer a foul. The catch and advance by A33 is legal.

90. RULING: Touchback. B's ball, 1st and 10, on B's 10. Disqualify B39. The ball remains a live ball when it enters B's end zone since B43 touched the ball after the kick crosses the neutral zone. The impetus for the ball being in B's end zone is the punt. When opposing players, each eligible to touch the ball, simultaneously recover a rolling kick or catch a scrimmage kick, the simultaneous possession makes the ball dead. A kick declared dead in joint possession of opposing players is awarded to the receiving team.

91. RULING: Touchdown. B's ball, try, on A's 3. The push in the back by B41 is legal since B41 was attempting to get to the forward pass that was previously touched. The bat by B41 is legal since the ball is batted backward in the field of play. The catch and advance by B27 is legal.

92. RULING: Touchdown. A's ball, try, on B's 3. A8 is not out of bounds when he contacts player B44 who is out of bounds. A8 is not out of bounds when the ball in his possession touches A81 who is out of bounds. A8 remains inbounds throughout the down.

93. RULING: Touchback. B's ball, 1st and 10, on B's 20. B34 was pushed into the ball and is deemed not to have touched the ball. The ball becomes dead when it touches the ground in B's end zone without being previously touched by a Team B player. The impetus is the punt.

94. RULING: Touchback. B's ball, 1st and 10, on B's 20. A87 commits defensive pass interference in B's end zone. B34's fumble rolls forward and out of bounds between the goal lines. The ball is returned to the spot of the fumble in B's end zone. The impetus is the forward pass. Team B will decline the penalty.

95. RULING: A's ball, 4th and 14, on B's 26. B35 commits an illegal kicking foul after a change of team possession during the down. Team B did not foul before last gaining team possession. Team B could decline the penalty for A73's holding foul. If they did, Team A would then probably decline the penalty for B35's illegal kicking foul. The result would be a safety since the impetus is the illegal kicking by B35. It would be B's ball, free kick, on B's 20. Team B will probably accept offsetting fouls.

96. RULING: A's ball, 1st and 10, on A's 45. B53 touches the ball after the punt crosses the neutral zone. The push by A64 is legal since A64 is entitled to catch or recover the ball after the touching by B53. The ball becomes dead when caught by A64 on A's 45. All subsequent action was with a dead ball. The BJ blew the whistle properly.

97. RULING: B's ball, 1st and 10, on A's 25. New series. B93 commits a live ball offside foul. A8 commits a grasping the face mask personal foul during B22's run. Team B fouled before they last gained possession of the ball. The fouls offset.

98. RULING: A's ball, 3rd and 20, on A's 45. Extend the period. The result of the play is a touchdown for Team A since it was not a fourth down play. A44 committed a block in the back foul during the down and Team B had 12 players on the field at the snap. These fouls offset. The down is replayed.

99. RULING: Safety. B's ball, free kick, on B's 20. A33 may advance since the field goal attempt did not cross the neutral zone. The punt by A33 is legal since A33 is behind the neutral zone. There is no rule about the number of punts during a down like there is for forward passes. The postscrimmage kick spot is the end of the kick, B's 2. B28 held in B's end zone. The spot of enforcement is the spot of the foul since the foul occurred behind the postscrimmage kick spot.

100. RULING: A's ball, 3rd and 6, on B's 8. B62 committed a blocking below the waist foul in B's end zone after the interception by B32. A82 committed a live ball spearing foul during B32's advance. Team B gained possession with clean hands. If Team B declines the penalty for Team A's spearing foul, Team A will accept the penalty for Team B's blocking below the waist foul which would result in a safety. It would be B's ball, free kick, on B's 20. Team B just might accept offsetting fouls and hope for the best. The down will be replayed.
