ANSWERS 101 to 125


101. RULING: B's ball, 1st and 10, on B's 20. The ball remains a live ball when it hits in B's end zone since a Team B player touched the ball. The result of the play is a touchback. The impetus is the kick. B19 commits an illegal batting foul in B's end zone. B52 commits a blocking below the waist foul during the kick. The basic enforcement spot for both fouls is the previous spot, A's 35. If Team A accepts one of the penalties, it would be A's ball, free kick, on the 50. Team A will probably decline both penalties.

102. RULING: A's ball, 1st and Goal, on B's 5. B53 commits defensive pass interference which involves a personal foul, grasping the face mask. Team A may accept either penalty but will accept the defensive pass interference penalty since it is more advantageous. The half-distance provision is not applicable for defensive pass interference. The full 15-yard penalty will be enforced from B's 20 since the foul occurred more than 15 yards beyond the neutral zone. {See #108}

103. RULING: A's ball, free kick, on A's 35. Distance penalties against either team after Team B possession on a try are declined by rule. Live ball fouls penalized as dead ball fouls are not really live ball fouls. They are handled as dead ball fouls and would be enforced on the subsequent free kick.

104. RULING: Touchback. B's ball, 1st and 10, on B's 20. A86 fumbles in the field of play. The impetus for the ball being in B's end zone (the ball hits the pylon) is the fumble by A86.

105. RULING: Safety. B's ball, free kick, on B's 20. The pass from B's end zone by B41 to B31 is an illegal forward pass. The batting of the pass in flight by A24 is legal. The illegal forward pass is incomplete when it hits the ground in B's end zone. Team A will accept the penalty. The spot of the foul, which is the spot of the pass, is in B's end zone.

106. RULING: A's ball, 4th and 15, on A's 37. Team A commits an illegal position foul at the snap. An invalid fair catch signal is not a foul. The ball becomes dead when caught by B22 on B's 8. B10 does not have fair catch protection although he does have late hit protection. The tackle by A81 is not a late hit. If Team B declines the penalty, it would be B's ball, 1st and 10, on B's 8. Team B will accept the 5-yard penalty.

107. RULING: A's ball, 3rd and 2, on B's 48. The push in the back by B58 to recover the fumble, a loose ball, by the QB is legal. The recovery and advance by A73 is legal.

108. RULING: A's ball, 1st and 10, on B's 48. B44 commits defensive pass interference which involves a personal foul, grasping the face mask. The fouls occur eight yards beyond the neutral zone. Team A may accept either penalty but will accept the personal foul penalty. The personal foul penalty is more advantageous since the defensive pass interference penalty would be a spot foul. The 15-yard penalty will be enforced from the previous spot, A's 37. {See #102}

109. RULING: B's ball, 1st and 10, on A's 39. The legal forward pass crosses the neutral zone since the pass was touched beyond the neutral zone. B9's block below the waist from the side is legal since a legal forward pass is no longer permissible by rule. If a fumble (or backward pass) is caught or recovered simultaneously by opposing players, the ball becomes dead and belongs to the team last in possession.

110. RULING: A's ball, 2nd and 3, on A's 17. The clock starts on the snap. The result of the play is a touchdown by Team B. It would be an unreasonable stretch to rule that A8 threw a legal forward pass or an illegal forward pass. B44 held during a running play where the run ended behind the neutral zone. The basic enforcement spot is the previous spot, A's 7.

111. RULING: A's ball, 1st and Goal, on B's 2. Extend the period. B91 commits an incidental grasping of the face mask foul during a running play. The related run ends on B's 4. The result of the play is a touchback. Team A will accept the 5-yard penalty which is enforced from the end of A8's run, B's 4.

112. RULING: A's ball, 3rd and 18, on A's 45. The clock starts on the ready. The last know interpretation is that A54 commits offensive pass interference when he drives his opponent more than three yards beyond the neutral zone. A54 does not commit an illegal touching foul since he did not intentionally touch the ball. The down ends with Team A in possession on B's 31 after a change of team possession during the down. Team B will accept the 15-yard penalty that does not carry a loss of down.

113. RULING: A's ball, 1st and 10, on A's 40. The clock starts on the snap. B18 commits a holding foul since a legal forward pass was not airborne. A subsequent legal forward pass crosses the neutral zone. Team A will accept the 10-yard penalty. The penalty carries a first down since A82 is an eligible receiver and the legal forward pass crossed the neutral zone. The down ends with Team B in possession on A's 48. The clock was stopped to award a first down to team B.

114. RULING: Game is over. Final score is A31-B35. The fumble is by QB A8. A33, not A8, recovered the fourth down fumble in advance of the spot of the fumble. The ball is returned to the spot of the fumble. The fourth quarter ends.

115. RULING: B's ball, 1st and 10, on B's 14. Team B did not foul prior to gaining possession of the ball. The end of B90's run is B's 35. B22's block below the waist foul occurred on B's 28. The 15-yard penalty is enforced from the spot of the foul, B's 28.

116. RULING: B's ball, 1st and 10, on B's 5. B22 commits an illegal kicking foul when he kicks the rolling ball on B's 10. The postscrimmage kick spot is where B18 picked up the ball, B's 26. The 15-yard penalty is enforced from the spot of the foul, B's 10.

117. RULING: A's ball, 2nd and 10, on B's 20. Extend the period. Team B did not foul before intercepting the forward pass. If team B declines offsetting fouls, Team A will accept the penalty for Team B's clipping foul in B's end zone. This would result in a safety with Team A winning the game. Team B will accept offsetting fouls. The down will be replayed.

118. RULING: A's ball, 4th and 8, on B's 23. A83's foot hits the ground first out of bounds. The ball immediately becomes dead so it is not relevant that B21's foot comes down inbounds. The pass is incomplete.

119. RULING: B's ball, 1st and 10, on B's 1. B40 intercepted the ball on B's 2 and the ball remained in B's end zone so the momentum rule is applicable. Team B did not foul prior to gaining possession of the ball. Team B could accept offsetting fouls. It would be A's ball, 3rd and 10, on B's 28. Team B will probably elect to the ball. The spot of B37's block below the waist foul, B's 12, is in advance of the basic enforcement spot, B's 2.

120. RULING: B's ball, 1st and 10, on B's 4. B22 blocks an opponent after giving a fair catch signal during the down. The ball becomes dead when it hits in B's end zone. The impetus is the punt. Postscrimmage kick enforcement is applicable. The postscrimmage kick spot is B's 20. The 15-yard penalty is enforced from the spot of the foul, B's 8.

121. RULING: B's ball, 1st and 10, on B's 21. There is no rule about a defensive player being out of bounds during the down. B40 was not out of bounds when he touched the ball. The catch and advance by B40 is legal.

122. RULING: A's ball, 4th and 20, on A's 2. The block by B91 is legal since the block was behind the neutral zone. The block by B44 is legal since a legal forward pass had not been thrown. The down ends with A8 being tackled on A's 2.

123. RULING: Touchback. B's ball, 1st and 10, on B's 20. Team B timeout. The ball remains a live ball in B's end zone since the ball was touched by a Team B player. B16 commits an illegal batting foul when he bats the ball while the ball is in B's end zone. If Team A accepts the 15-yard penalty, it is enforced from the previous spot, A's 35. It would be A's ball, free kick, on the 50. Team A will probably decline the penalty. The impetus came from the free kick.

124. RULING: A's ball, 1st and 10, on B's 25. A81 landed first so has legally caught the ball that was touched by B27. It is a simultaneous catch only if both players return to the ground at the same time. This is not a simultaneous catch so the ball would remain a live ball if A81 landed first on his feet.

125. RULING: A's ball, 1st and 10, on A's 36. A86 pushes B44 at the line of scrimmage so has not committed offensive pass interference or any other foul. A86's fumble goes forward and out of bounds. The ball is returned to the spot of the fumble, A's 36.
