127. RULING: B's ball, 1st and 10, on B's 9. Team B did not foul prior to gaining possession of the ball during the down. Team B could accept offsetting fouls. It would be A's ball, 4th and 6, on B's 26. Team B will probably decline the penalty for A78's holding foul. The 15-yard penalty for B58's block below the waist foul will be enforced from the spot of the foul, B's 18.

128. RULING: B's ball, 1st and 10, on B's 40. Extend the period. A62's commits a grasping the face mask personal foul during B35's run which ended on B's 25. The down ends with Team A in possession on B's 26. Team B could decline the penalty and the game would go into overtime. Team B will accept the penalty. The 15-yard penalty will be enforced from the end of B35's run, B's 25.

129. RULING: Game over. The final score is A21-B24. The down ends with A82 going out of bounds on B's 2. B90 commits two dead ball personal fouls. They are not enforced since time expired during A82's run. The game ends when the referee declares the score final. It may be appropriate that B90 be disqualified.

130. RULING: B's ball, 1st and 10, on A's 43. The clock starts on the snap. A22 commits an illegal touching violation when he touches the free kick on A's 43. The impetus for the ball being in A's end zone is the fumble by B17. The result of the play is a touchback. Team B will decline the penalty and elect to take the ball at the spot of illegal touching, A's 43. The game would be over if Team A declines the penalty and time had expired during the down.

131. RULING: A's ball, 1st and 10, on B's 30. B40 fumbled on B's 21. This is not illegal forward handing since the handing was not completed. Team A did not foul prior to A55 recovering the fumble and advancing for a touchdown. The 10-yard penalty for A30's holding foul is enforced from the spot of the foul, B's 20.

132. RULING: A's ball, 3rd and 1, on B's 4. The clock starts on the ready. Rule 9-1-2-d-3 states that this block is legal when attempting to catch or recover a fumble. Rule 9-3-3-c-3 restricts the block to above the waist. The consensus is legal block. The Umpire blew an inadvertent whistle while the ball was loose. Team A has the option to take the ball where possession was lost or to replay the down. If they elect to replay the down, it would be A's ball, 2nd and 5, on B's 8.

133. RULING: A's ball, 2nd and 5, on B's 20. B42 commits an incidental face mask foul during a running play. A32 the commits a grasping the face mask personal foul during the same run. The live ball fouls offset.

135. RULING: B's ball, 1st and 10, on B's 20. The clock starts on the snap. B48 fumble went forward and out of bounds. The ball is returned to the spot of the fumble, B's 35. Team B did not foul before gaining team possession. They could accept offsetting fouls. It would be A's ball, 3rd and 5, on B's 45. Team B will decline offsetting fouls. Team A will accept the penalty for B50's clipping foul. The 15-yard penalty will be enforced from the end of the run, B's 35. B50's foul occurred in advance of the end of the run.

136. RULING: A's ball, 3rd and 4, on B's 25. B90's block below the waist from the side behind the neutral zone during the legal forward pass is legal. Assume that the hold by B22 was a takedown. The 10-yard penalty does not carry a first down since the legal forward pass did not cross the neutral zone.

137. RULING: B's ball, 1st and 10, on A's 27. Extend the period. A52 commits a noncontact interference with opportunity foul. The down ends with A82 in legal possession of the ball on A's 38. Team B will accept the 5-yard penalty which is enforced from the spot of the foul. The spot of the foul is the spot where A52 violated the two-yard restriction. Assume that A52 was running directly toward B46 so that spot could be A's 32. A's Team B does not have the option to attempt a field goal from a free kick formation.

138. RULING: A's ball, 4th and 9, on A's 25. Team A is in possession of the ball when the down ends. Team A fouled before last gaining possession of the ball. Both teams fouled during the down. The fouls offset.

139. RULING: B's ball, 1st and 10, on B's 17. A34 throws an illegal forward pass from B's 12. The ball becomes dead when it hits the ground and is an incomplete forward pass. All subsequent action was with a dead ball. The 5-yard penalty is enforced from the spot of the pass, B's 12, and carries a loss of down. After the penalty is enforced, Team A failed to make a first down on 4th down. The ball goes over on downs.

140. RULING: New series. B's ball, 1st and 10, on A's 25. B92's offside foul is a live ball foul. A77 commits a block below the waist foul since the block occurred after a change of team possession during the down. If there are offsetting fouls in overtime, whether one or both occur after Team B possession, the down is not replayed.

141. RULING: A's ball, 1st and Goal, on B's 5. B97 commits a personal foul by head-slapping A55 regardless of the time delay. A33 throws a legal forward pass. The catch and advance by A65 is legal since B99 touched the pass. The fact that an interior lineman was downfield is not a foul since the legal forward pass did not cross the neutral zone. Team A will decline the penalty.

142. RULING: A's ball, 4th and 1, on A's 41. A loose ball is out of bounds when it touches the ground , a player, a game official or anything else on or outside a boundary line. The ball becomes dead at its location on the field of play when it hit the Side Judge who was standing on the sideline. It is reasonable to assume that this location is A's 41.

143. RULING: B's ball, 1st and 10, on B's 37. It is legal for B57 to place a hand on an opponent to get leverage for additional height provided that B57 does not commit a personal foul. Team B did not foul until after gaining team possession during the down. Team B will take the ball with the penalty for B92's grasping the face mask personal foul. 144. RULING: A's ball, free kick, on A's 20. Rule 9-1-2-e-3 states that there is no blocking below the waist during a free kick. Rule 9-1-2-d-3 may imply that A81 may block below the waist to recover the muff by B31. The consensus is that this is a foul. The down ends with Team A in possession on B's 48. Team B will accept the 15-yard penalty enforced from the previous spot.

145. RULING: A's ball, 3rd and 16, on A's 5. A89 commits a blocking below the waist foul since he was in motion at the snap and blocked back toward the ball. The unintentional touching of the legal forward pass by A76 is ignored. The down ends with Team A in possession on A's 5. If Team B accepts the 15-yard penalty, it would be A's ball, 2nd and 19, on A's 2. Team B will decline the penalty.

146. RULING: B's ball, 1st and 10, on B's 15. The impetus for the ball being in B's end zone is the fumble by B21. The basic enforcement spot is B's goal line. The 15-yard penalty for A84's grasping the face mask personal foul is enforced from B's goal line.

149. RULING: B's ball, 1st and 10, on B's 1. B31's fumble from B's end zone goes forward and out of bounds between the goal lines. The ball is returned to the spot of the fumble. The impetus for the ball being in B's end zone is the forward pass. The basic enforcement spot is B's 20. The 15-yard penalty for B47's blocking below the waist foul is enforced from the spot of the foul, B's 2.

150. RULING: A's ball, free kick, on A's 45. The ball remains a live ball in B's end zone since the kick was previously touched by a Team B player. B52's holding foul occurs during the free kick. The down ends with Team B in possesion on B's 28. If the penalty is declined, it would be B's ball, 1st and 10, on B's 28. Team A will probably accept the penalty.
