9. RULING: A's ball, 4th and 11, on A's 20. Team B will probably decline the penalty. A33 commits a holding foul during a running play. The run ends beyond the neutral zone but the foul occurs behind the neutral zone. If Team B accepts the penalty, the 10-yard penalty is enforced from the previous spot, A's 16. It would be A's ball, 3rd and 23, on A's 8.
10. RULING: A's ball, free kick, on A's 20. Safety. Team B scores two points. A74 commits a holding foul during a running play. Since the foul occurred in A's end zone, acceptance of the penalty results in a safety.
11. RULING: A's ball, 2nd and 17, on A's 38. A8 commits an intentional grounding foul to avoid loss of yardage. The penalty is loss of down at the spot of the foul, A's 38.
12. RULING: A's ball, 3rd and 28, on A's 40. The clock starts on the snap. A8 commits an illegal batting foul when he bats the grounded backward pass forward. The 15-yard penalty is enforced from the spot of the foul, B's 45, and carries a loss of down.
13. RULING: A's ball, 4th and 28, on A's 42. A74 commits an illegal block in the back foul. The 10-yard penalty is now enforced from the previous spot, B's 48. Team B could decline the penalty and take the touchback. It would be B's ball, 1st and 10, on B's 20.
14. RULING: A's ball, try, on B's 3. Touchdown. It is legal for the runner to hurdle. The 5-yard offside penalty for B98's offside foul is declined by rule.
15. RULING: A's ball, 4th and 13, on A's 45. A78 committed an ineligible receiver downfield foul since he was downfield when the pass was thrown. B21 does not run into nor rough the punter since he contacted the ball. B44 may legally push A78 in the back since A78 is not eligible to catch the pass. Team B could decline the penalty. The impetus for the ball being in A's end zone is the fumble by B44. The touchback would result in A's ball, 1st and 10, on A's 20. NOTE: Some officials feel that Rule 9-3-3-c Exception 3 implies that B44's push in the back is a foul. See #19,37,42,56,59,72,75.
16. RULING: A's ball, 2nd and 15, on B's 40. No offensive player shall make a false start which includes a shift or movement that simulates the beginning of a play. The abrupt movement of A33 is a false start which is a dead ball foul. The 5-yard penalty is enforced from the succeeding spot, B's 35.
17. RULING: A's ball, try, on B's 3. Touchdown. The batting by aiborne A84 is legal. The catch and advance by A88 is legal. The 15-yard penalty for twelve Team B players participating is declined by rule.
18. RULING: B's ball, 1st and 10, on B's 35. A8 is in legal position. Team B gained possession with clean hands. Team B may decline the penalty for A75's incidental face mask foul and take the ball with the penalty enforced for B92's blocking below the waist foul after the change of team possession. The spot of the foul, the 50, is behind the end of the run, A's goal line. Team B could also, but will not, accept offsetting fouls. It would be A's ball, 2nd and 5, on B's 35.
19. RULING: A's ball, 1st and goal, on B's 10. A80 may legally push B24 in the back since A80 may legally recover the ball. Team A will decline the 5-yard penalty for the offside foul by B75. See #15,37,42,56,59,72,75.
20. RULING: B's ball, 1st and 10, on B's 9. A8 has thrown an illegal forward pass from beyond the neutral zone. The pass is incomplete. The 5-yard penalty is enforced from the spot of the foul, B's 4, and carries a loss of down. If a Team B player contacts the passer (A8 not passer) or ball after forward movement begins and the ball leaves the passer's hands, a forward pass is ruled regardless of where the ball strikes the ground or a player. An official determines whether a pass is forward by the point where the ball first strikes the ground, a player, an official or anything beyond the spot of the pass. The intent of the runner is not relevant. Therefore, the illegal forward pass.
