ANSWERS 21 to 40


21. RULING: A's ball, try, on B's 3/8. The 15-yard penalty for the personal foul by B90 during the down in which a touchdown was scored is enforced from B's 3 for the try. This takes the ball to B's 1-1/2. The 15-yard penalty for B90's dead ball personal foul is enforced from the succeeding spot, B's 1-1/2 and takes the ball to B's 3/4. The 15-yard penalty for B90's subsequent dead ball personal foul is enforced from the succeeding spot, B's 3/4, and takes the ball to B's 3/8. B90 is disqualified due to striking A44 with a forearm to the head. None of B90's three fouls come under the heading of unsportsmanlike which requires disqualification after two such fouls. Team A could decline the penalties for one or more of the fouls. It could be A's ball, try, on B's 3.

22. RULING: A's ball, 3rd and 22, on A's 40. The block below the waist by B21 is legal since the block occurs behind the neutral zone and A33 appears to be in position to receive a forward pass, not a backward pass. The holding foul by A70 occurred behind the neutral zone during a legal forward pass play. The 10-yard penalty is enforced from the previous spot, the 50.

23. RULING: A's ball, 4th and 1, on B's 23. The clock starts on the ready. The clock was stopped to award a first down to Team A (voided by rule). A67's push in the back of B17's knees is legal since A67 may legally recover the loose ball. The fourth down fumble rule is in effect and the ball is dead when recovered by A67. The ball is returned to the spot of the fumble, B's 23, which is short of a first down. Team A will accept the 5-yard penalty for the offside foul by B90. See #48.

24. RULING: A's ball, 3rd and 1, on A's 19. B22 commits an illegal batting foul when he bats the fumble in flight. B22 cannot bat the ball in any direction while the ball is in an end zone. The ball is returned to the spot of the fumble, A's 3. The foul occurred during a running play where the run ended behind the neutral zone. The 15-yard penalty is enforced from the previous spot, A's 4.

25. RULING: B's ball, try, on A's 18. Touchdown. A88 throws an illegal forward pass from A's 42. The push by B42 is legal since B42 may legally catch or recover the pass. The penalty for the illegal forward pass is declined by rule since it is not a personal foul. The 15-yard penalty for B92's dead ball personal foul is enforced on the try.

26. RULING: A's ball, free kick, on A's 35. Safety. B93 commits an illegal kicking foul during a running play. B93 also provides the impetus for the ball being in B's end zone. Team A scores one point for the safety. Team A usually takes the one point on a try. However, Team A could accept the 15-yard penalty enforced from the previous spot and go for two points. It would be A's ball, retry, on B's 1-1/2.

27. RULING: A's ball, 4th and 5, on the 50. The period is extended with an untimed down. B83 is offside and B55 commits a face mask personal foul that carries postscrimage kick enforcement. B22 also committed a holding foul during B44's return of the punt. Team A will most likely accept the 5-yard penalty for the offside foul. Team A could decline all three penalties. If so, the first half ends.

28. RULING: A's ball, 1st and 10, on B's 40. The clock starts on the snap. B21 commits defensive pass interference on B's 42. B98 commits a roughing the passer foul. The 15-yard penalty is enforced from the previous spot and carries a first down. The clock was stopped to award a first down to Team B.

29. RULING: A's ball, 1st and 10, on B's 14. B90 committed a roughing the passer foul. The 15-yard penalty is enforced from the end of A8's run, B's 28, since that run ended beyond the neutral zone.

30. RULING: A's ball, free kick, on A's 20. Safety. Team B scores two points. A8 throws an illegal forward pass since a runner (A8) in possession of the ball had gone beyond the neutral zone. The impetus for the ball going through A's end zone is the fumble by B37. Team B will accept the penalty which will result in a safety.

31. RULING: B's ball, 1st and 10, on B's 20. The ball becomes dead when it hits the ground in B's end zone. All subesequent action was with a dead ball. By Rule 8-4-2-b, Team B will next put the ball in play on B's 20. It does not appear that this is a touchback although this fact is not relevant.

32. RULING: B's ball, 1st and 10, on B's 30. If a scrimmage kick goes out of bounds between the goal lines or comes to rest inbounds and no player attempts to secure it, the ball becomes dead and belongs to the receiving team at the dead ball spot. Rule 8-4-2-b is an exception.

33. RULING: A's ball, 1st and goal, on B's 5. The clock starts on the snap. B44 commits a holding foul during a running play. The 10-yard penalty is enforced from the end of A8's run, B's 10. Accepting this penalty is more advantageous than accepting the offside penalty. The clock was stopped to award Team B a first down.

34. RULING: A's ball, try, on B's 3. Touchdown. A88 legally batted the ball when he batted the ball to A34. This is true even though A88 had control of the ball while airborne. The position of A34 is not relevant. The catch and advance by A34 is legal.

35. RULING: Extra period. B97 is not guilty of roughing the kicker since it was not obvious that a scrimmage kick was to be made. A55 commits an illegal touching violation on A's 22. B44 provides the impetus for the ball being in A's end zone. The result of the play is a touchback. However, Team B cannot elect to take the ball at the spot of illegal touching, A's 22, because time has expired in the fourth quarter with the score tied.

36. RULING: A's ball, 2nd and 5, on B's 25. A82 commits an offensive pass interference foul. B54 commits a holding foul in B's end zone during B23's run. Team B will elect offsetting fouls. It would be a safety if Team B declined the penalty for the offensive pass interference foul.

37. RULING: A's ball, free kick, on A's 20. Safety. Team B scores two points. The push in the back by B52 is legal since B52 may legally recover the loose ball. The impetus is the fumble by A8. The result of the play is a safety. See #15,19,42,56,59,72,75.

38. RULING: A's ball, 2nd and 11, on A's 35. The block below the waist by B92 is legal since the block is behind the neutral zone and A34 to muff a forward pass, not a backward pass. A65 commits an illegal touching violation although the catch and advance is legal. The five-yard penalty is enforced from the previous spot, A's 40.

39. RULING: B's ball, 1st and 10, on A's 38. A21 commits an illegal touching violation on A's 39. There is no free kick out of bounds foul since the kick was touched by B44. The ball will be put in play at the inbounds spot on the yardline where the ball went out of bounds, A's 38.

40. RULING: A's ball, 3rd and 5, on B's 25. A pass is incomplete when a player, B41, leaves his feet and receives the pass but first lands on or outside a boundary line, unless his progress has been stopped in the field of play. This is an incomplete legal forward pass.
