B41 could use his hands below the waist of A40 to get to the ball but may not block A40 below the waist during the free kick down. The 15-yard penalty is enforced from the end of A28's run, B's 4. 43. RULING: B's ball, 1st and 10, on B's 15. The recovery and advance to B's 15 by B38 is legal. The 15-yard penalty for the clipping foul by B26 before B38 gained possession of the free kick is enforced from the previous spot, A's 35. It would be A's ball, free kick, on the 50. Team A will decline the penalty.
44. RULING: A's ball, try, B's 3. Touchdown. The ball remains a live ball in B's end zone since a Team B player touched the punt after the ball crossed the neutral zone. Accidentally kicking the ball is considered a muff. A51 legally recovered a live ball in B's end zone.
45. RULING: B's ball, 1st and 10, on B's 8. B19 may not put a hand on a teammate to get leverage for additional height but may put a hand on an opponent. B19 did not foul. The ball did not cross the neutral zone and will be put in play at the inbounds spot on the yardline where the ball went out of bounds, B's 8. The ball would be put in play at B's 20 if the kick crossed the neutral zone, was untouched by Team B beyond the neutral zone, and declared dead beyond the neutral zone.
46. RULING: A's ball, 4th and 23, on A's 17. A8's second forward pass from A's 22 is an illegal forward pass. Team B will accept the 5-yard penalty from the spot of the foul, A's 22, for the illegal forward pass. The penalty also carries a loss of down. If Team B accepted the penalty for the face mask personal foul, the 15-yard penalty would be enforced from the previous spot, A's 30. It would be A's ball, 3rd and 25, on A's 15. The penalty would be 15 yards even if the face mask foul was incidental.
47. RULING: A's ball, 1st and 10, on A's 23. The second punt by A7 is legal since the punt was from behind the neutral zone. Team A will accept the 5-yard penalty for the offside foul by B92.
48. RULING: A's ball, 1st and 10, on B's 29. The clock starts on the ready. A7 commits an illegal forward handing foul. The 5-yard penalty is enforced from the spot of the foul and carries a loss of down. A previous exam had the foul on B's 24 although the foul should really be on the yardline where the exchange takes place, B's 23. After the penalty, Team A has earned a first down. This ruling implies that, following an interception in B's end zone, it would be a safety if the Team B player handed the ball forward from B's end zone and the exchange took place in the field of play. COMMENT: It is possible for A7 to have one foot near B's 25 and one foot near B's 24 when the exchange takes place. See #23.
49. RULING: A's ball, free kick, on A's 35. Team A usually elects to take the one point on the try. The penalty for B24's face mask personal foul is declined by rule. The 15-yard penalty would be enforced on the succeeding free kick if the foul was a personal foul against the holder, kicker or snapper (in a scrimmage kick formation). The 15-yard penalty for roughing the passer would also be enforced on the succeeding free kick. If Team A accepts the penalty, it would be A's ball, try, on B's 1-1/2.
50. RULING: A's ball, 4th and 30, on A's 40. Disqualify A74. A38 commits a chop block. A delay is required when a lineman and back team up for this block in the neutral zone. The second block must be at the thigh or below. Team B will probably decline the 15-yard penalty since Team A lost five yards on the play. The 15-yard penalty for A74's dead ball unsportsmanlike foul would then be enforced from the succeeding spot, B's 45. If Team B accepts the penalty, the 15-yard penalty is enforced from the previous spot, B's 40. Then, the 15-yard penalty for the dead ball foul would be enforced from the succeeding spot, A's 45. It would be A's ball, 3rd and 40, on A's 30.
51. RULING: B's ball, 1st and 10, on B's 15. A24 commits an illegal touching violation on B's 12. Team A will accept the 15-yard penalty for B39's blocking below the waist foul. The penalty is enforced from the end of the run, B's 30, since the spot of the foul is in advance of the end of the run.
52. RULING: A's ball, free kick, on A's 20. Safety. Team B scores two points. A8 commits an intentional grounding foul to avoid loss of yardage. The penalty is loss of down at the spot of the foul. Since the spot of the foul is in A's end zone, acceptance of the penalty results in a safety. Team B will decline the penalty for the Team A chop block. If the 15-yard penalty for the chop block was accepted, the penalty would be enforced from the previous spot. It would be A's ball, 2nd and 27, on A's 2.
53. RULING: A's ball, 3rd and 1, on B's 33. The clock starts on the ready. B38's fumble rolled forward and out of bounds and is returned to the spot of the fumble, B's 38. The 5-yard penalty for B14's incidental face mask foul is enforced from the end of the run, B's 38. Team A has not earned a first down.
54. RULING: B's ball, 1st and 10, on B's 4. A24 commits an illegal touching violation on B's 12. B39's block below the waist foul carries postscrimmage kick enforcement. The 15-yard penalty is enforced from the end of the kick, B's 8.
55. RULING: A's ball, 1st and 10, on B's 18. B13's holding foul against an eligible receiver ocurred beyond the neutral zone. The legal forward pass crossed the neutral zone. The 10-yard penalty would be enforced from the previous spot and carry a first down. Team A will decline the penalty and take the result of the play.
56. RULING: A's ball, 4th and 5, on A's 40. An invalid fair catch signal is not a foul. B27's block is a foul since B27 did not touch the ball. It is a postscrimmage kick foul. A36's push in the back is a foul since A36 may not legally recover the ball. Team B will accept offsetting fouls. Team B could decline offsetting fouls and take the ball with the 15-yard penalty for their foul enforced from the end of the kick, B's 13. It would be B's ball, 1st and 10, on B's 6-1/2. 57. RULING: A's ball, retry, on B's 3. The fouls by B40 and A74 are offsetting fouls. There was no change of team possession during the down. The try will be replayed.
58. RULING: A's ball, free kick, on A's 20. Safety. Team B scores two points. The fact that A44's holding foul occurred out of bounds is not relevant. The foul is considered to have occurred in A's end zone during a running play. Acceptance of the penalty results in a safety.
59. RULING: B's ball, 1st and 10, on B's 20. Touchback. Assume that A26 did not use his hands on the back of B32. The shove by A26 is legal if the shove was not on the back of B32. If the shove was in the back of B32, it would be a foul since A26 may not legally recover the ball. The touching by B32 is ignored since he was blocked into the ball. The ball becomes dead when the ball hits in B's end zone. See #15,19,37,42,56,72,75.
60. RULING: A's ball, 3rd and 11, on A's 10. [New Rule 10-2-2-c-1]. A75's foul occurred behind the neutral zone during a running play. The 10-yard penalty is enforced from the previous spot. The penalty will be accepted.
