61. RULING: A's ball, 1st and 10, on A's 30. The 5-yard penalty for B18's face mask foul is enforced from the end of A37's run, A's 40. This establishes a new series on A's 45. The 15-yard penalty for A64's dead ball face mask personal foul is enforced from the succeeding spot, A's 45. The penalty for fouls after a series ends and before the next ready for play shall be enforced before the line to gain is established.

62. RULING: B's ball, 1st and 10, on B's 35. Disqualify A26 and B15. Team B will likely elect to put the ball in play 30 yards beyond Team A's restraining line at the inbounds spot. When unsportsmanlike or dead ball personal fouls by both teams are reported to the referee and before any of the penalties have been completed or the order of occurrence cannot be determined, the fouls cancel, the number or type of down established before the fouls occurred is unaffected, and the penalties are disregarded, except that any disqualified player must leave the game. A26 and B15 have commited an infraction of the fighting rule, Rule 2-32-1-b. Team B could elect a five-yard penalty from the previous spot for the free kick out of bounds. It would be A's ball, free kick, on A's 30. See #78

63. RULING: A's ball, free kick, on A's 35. Distance penalties against either team for fouls during a try after Team B possession are declined by rule. A67 fouled after Team B possession during the down. The try ends. There is no score. See #68

64. RULING: A's ball, 4th and 30, on A's 10. The period is extended with an untimed down. A53 commits an illegal touching violation. This is ignored since either the period will be extended or the half will end. The 15-yard penalty for A22's foul is enforced from the previous spot. The Team A QB needs only to take the snap, go to a knee and the half will end. If the penalty is declined, the half will end and an extra period will be played.

65. RULING: A's ball, free kick, on A's 35. B37 scores two points when he runs the blocked kick across A's goal line. The 5-yard penalty against Team A is declined by rule.

66. RULING: B's ball, 1st and 10, on B's 40. A runner may hand or pass the ball backward at any time, except to throw the ball intentionally out of bounds to conserve time. The 5-yard penalty is enforced from the spot of the foul and carries a loss of down. Team A failed to earn a first down on fourth down. The clock starts on the snap since Team B is awarded a first down.

67. RULING: A's ball, 1st and 10, on A's 38. The clock starts on the snap. B23 did not rough the kicker since the scrimmage kick was touched. The recovery and advance by A33 is legal. A33 could not advance if the kick had crossed the neutral zone and rebounded back to A's 30.

68. RULING: A's ball, free kick, on A's 35. Distance penalties against either team for fouls during a try after Team B possession are declined by rule. B91 fouled after Team B possession during the down. The try ends. There is no score. The try is replayed only if offsetting fouls occur before a change of team possession during the down. See #63.

69. RULING: A's ball, 3rd and goal, on B's 3. The clock starts on the ready. B93 commits a holding foul during a running play. The 10-yard penalty is enforced from the end of the run, B's 6. The clock starts on the ready for play since the ball was loose when the inadvertent whistle was sounded. All subsequent action was with a dead ball. See #92,93.

70. RULING: A's ball, 1st and goal, on B's 4. B95 commits a roughing the passer foul. The 15-yard penalty is enforced from the end of A80's run, B's 8. The penalty also carries a first down.

71. RULING: A's ball, 1st and goal, on B's 4. B21 commits a defensive pass interference foul on B's 4. This is a spot foul since the foul occurred less that 15 yards beyond the neutral zone. The penalty also carries a first down.

72. RULING: B's ball, 1st and 10, on B's 40. The block below the waist by B54 during the scrimmage kick is not a foul since Team A was not in a scrimmage kick formation. The push in the back by B22 is not a foul since B22 is legally entitled to recover the ball. The ball becomes dead on B's 40. See #15,19,37,42,56,59,75.

73. RULING: B's ball, 1st and 10, on B's 30. A22 commits a foul as soon as he returns to the field of play after voluntarily being out of bounds during the down. A22 commits an illegal touching violation when he touches the ball on B's 30 even though the free kick has crossed Team B's restraining line. Since Team A is in possession at the end of the down, Team B elects to take the ball at the spot of illegal touching. Team B could accept the 5-yard penalty for A22's foul. It would be A's ball, free kick, on A's 30.

74. RULING: A's ball, 3rd and 8, on A's 22. The ball touching A75 is not illegal touching since the touching was not intentional. The push by B58 is legal since the legal forward pass has been touched. The result of the play is an incomplete legal forward pass.

75. RULING: B's ball, 1st and 10, on B's 32. The blocking of a scrimmage kick by an opponent of the kicking team who is no more than three yards beyond the neutral zone is considered to have occurred within or behind that zone. The block by A34 is an illegal block in the back foul since A34 may not legally attempt to recover the ball. Since the field goal attempt is untouched by Team B beyond the neutral zone and subsequently declared dead beyond the neutral zone, the ball will be put in play at the previous spot, B's 32. Team B could accept the 10-yard penalty for the ilegal block in the back foul. It would be A's ball, 4th and 17, on B's 42. See #15,19,37,42,56,59,72.

76. RULING: A's ball, 1st and 10, on A's 42. Assume that the ball touched the official just beyond Team B's restraining line. A Team A player may touch and legally recover the ball after the ball has touched any player, the ground or an official beyond Team B's restraining line. A66 legally recovered the ball.

77. RULING: A's ball, 1st and 10, on A's 18. The clock starts on the ready. A8 throws an illegal forward pass from B's 46 since a runner (A8) in possesion of the ball has previously gone beyond the neutral zone. The down ends with A54 in possesson of the ball on A's 18. Team B could accept the 5-yard penalty from the spot of the foul, B's 46, with a loss of down. It would be A's ball, 3rd and 7, on A's 49. Tough decision!

78. RULING: B's ball, 1st and 10, on B's 20. Touchback The ball becomes dead when B22 kneels down in B's end zone. A51 commits a dead ball piling on personal foul. B22 commits a dead ball noncontact (unsportsmanlike) foul. When unsportsmanlike or dead ball personal fouls by both teams are reported to the referee and before any of the penalties have been completed or the order of occurrence cannot be determined, the fouls cancel, the number or type of down established before the fouls occurred is unaffected, and the penalties are disregarded, except that any disqualified played must leave the game. See #62.

79. RULING: B's ball, 1st and 10, on B's 15. If there was no foul during the down, the result of the play would be a safety since B42 provided the impetus. The 15-yard penalty for A77's block below the waist foul is enforced from B's goal line. Rule 10-2-2-f-1 is applicable for the penalty enforcement.

80. RULING: A's ball, 4th and 35, on A's 14. The clock starts on the ready. A8's fumble goes forward and out of bounds. The ball is returned to the spot of the fumble, A's 26. A32 commits an illegally kicking the ball foul on A's 28. The 15-yard penalty for A32's illegally kicking the ball foul is enforced from the spot of the foul and carries a loss of down. Illegal kicking and illegal batting fouls do not have the previous spot exception for penalty enforcement.
