93. RULING: A's ball, 1st and 10, on A's 41. The clock starts on the ready. B48 commits a grasping the face mask personal foul during a running play. The end of the run, A's 26, is beyond the neutral zone. The ball remains a live ball when A8's helmet comes off since A8 is no longer a runner. An inadvertent whistle is sounded while A33 is in possession on A's 26. The 15-yard penalty is enforced from the end of A8's run, A's 26, and carries a first down. If A8 tossed the backward pass from behind the neutral zone, the penalty would be enforced from the end of A33's run which is also A's 26. See #69,92.
94. RULING: B's ball, 1st and 10, on B's 1/2. The ball is returned to B's end zone since B27's fumble went forward and out of bounds between the goal lines. Thus, the momentum rule is in effect. The basic enforcement spot is the end of B27's run which is considered B's 1. The 10-yard penalty for B96's holding foul is enforced from the end of B27's run, B's 1.
95. RULING: A's ball, 1st and 10, on B's 12. The clock starts on the snap. Team A legally recovered a live ball on B's 12. Postscrimmage kick enforcement is not applicable since Team A has possession of the ball when the kick ends. The 15-yard penalty for B43's blocking below the waist foul would be enforced from the previous spot. It would be A's ball, 1st and 10, on B's 31.
96. RULING: B's ball, 1st and 10, on B's 20. Touchback. The ball remains a live ball in B's end zone since the ball was touched by B21. The block by B21 is a legal block. The impetus came from the punt.
97. RULING: B's ball, 1st and 10, on B's 10. A26 commits an illegal touching violation on B's 10. The down ends with Team A in possession on B's 30. When a runner dives or jumps toward the sideline and is airborne as he crosses the sideline, forward progress is determined by the position of the ball as it crosses the sideline. If A33 was able to extend the ball beyond the goal line extended before he left his feet, it would be a touchdown.
99. RULING: A's ball, 4th and 6, on A's 14. The clock starts on the snap. Assume that B91 held A88, not B88. The result of the play is a safety. B91 commits a holding foul during a scrimmage kick play. The basic enforcement spot is the previous spot, A's 4. The 10-yard penalty is enforced from the previous spot, A's 4.
