ANSWERS 1 to 20


1. RULING: A's ball, try, on B's 18. Team A will free kick from the 50. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul could be committed by an offensive or defensive player at the time of the foul. Team A will usually accept the distance penalty on the free kick. The penalty for fouls after a touchdown and before the ready is enforced on the try. If Team A elected the penalty for the live ball foul to be enforced on the try, it would be A's ball, try, on B's 16-1/2. Team A will free kick from A's 35. See #3,#19,#34,#46.

2. RULING: B's ball, 1st and 10, on B's 48. New rule. No player of the kicked team may be within two yards of a player of the receiving team positioned to catch a free or scrimmage kick. The spot of the foul is where the Team A player first entered the two-yard zone. This would be B's 38. The penalty for the noncontact foul has been increased from five yards to ten yards. See #4,#7,#18.

3. RULING: A's ball, try, B's 3. Team A will free kick from the 50. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul could be committed by an offensive or defensive player at the time of the foul. Team A will usually accept the distance penalty on the free kick. If Team A elected the penalty for the live ball foul to be enforced on the try, it would be A's ball, try, on B's 1-1/2. Team A will free kick from A's 35. See #1,#19,#34,#46.

4. RULING: B's ball, 1st and 10, on B's 48. A47 commits an interference with opportunity foul when there is contact with B20. The spot of the foul is the spot of the contact. The 15-yard penalty is enforced from the spot of the foul, B's 33. A46 recovered a dead ball. Time may have to be put back on the clock. See #2,#7,#18.

5. RULING: A's ball, try, on B's 3. Touchdown. B21 commits a defensive pass interference foul. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. Pass interference is not a personal foul. The penalty is declined by rule.

6. RULING: B's ball, 1st and 10, on B's 45. Disqualify B25. New rule. Flagrant personal fouls after Team B possession in an extra period are not declined by rule. The 15-yard penalty for B25's flagrant personal foul is enforced to start Team B's series. The 15-yard penalty for B25's dead ball flagrant personal foul is enforced from the succeeding spot, A's 40. Flagrant personal fouls require disqualification.

7. RULING: B's ball, 1st and 10, on B's 40. Team B will take the result of the play. A32 committed a noncontact interference with opportunity foul. The fact that B41 did not have to alter his position is not relevant. A32 may have entered the two-yard zone on B's 28 although the spot where he first entered this two-yard zone is not given. However, it also is not relevant. See #2,#4,#18.

8. RULING: A's ball, try, on B's 1-1/2. Touchdown. Disqualify B18. Tripping the runner is legal. B18 committed a live ball noncontact foul that is penalized as a dead ball foul. The penalty for fouls after a touchdown and before the ready are enforced on the try.

9. RULING: A's ball, 1st and 10, on B's 18. B34 is not in position to catch the kick since the kick hit the ground. Therefore, A45 does not foul. A45 may recover but may not advance.

10. RULING: Game report. New rule. All players of a team are required to wear facemasks of the same color.

11. RULING: Game report. Team personnel are prohibited from engaging in media interviews from the start of the first period until the end of the game, except for coaches being interviewed during halftime.

12. RULING: A's ball, 4th and 12, on A's 45. When there is a change of team possession during a down, the team last gaining possession may decline offsetting fouls and thereby retain possession after completion of the penalty for its infraction if it had not fouled before last gaining team possession. A penalty is completed when it is accepted, declined or canceled according to rule or when the choice is obvious to the referee. Team A was the team last gaining possession and had fouled before last gaining possession. The fouls are offsetting. See #27,#92.

13. RULING: B's ball, 1st and 10, on B's 29. A33 commits an illegal kicking foul. By interpretation, the "basic spot" is the previous spot. The 15-yard penalty is enforced from the spot of the foul and carries a loss of down. Only holding fouls, blocking fouls and personal fouls behind the neutral zone are enforced from the previous spot.

14. RULING: A's ball, 3rd and 13, on B's 31. During a scrimmage down, the restriction on defensive players blocking an eligible Team A receiver below the waist only applies beyond the neutral zone. No foul by B23. The down ends on B's 46. The 15-yard penalty for B93's dead ball foul is enforced from the succeeding spot, B's 46.

15. RULING: A's ball, try, on B's 3. Touchdown. After the snap, a Team A player may immediately charge and contact an opponent at a point not more than one yard beyond the neutral zone provided contact does not continue more than three yards beyond the neutral zone. If contact is lost, he must remain stationary at that spot until the pass is thrown. The legal forward pass must cross the neutral zone for a ineligible receiver downfield foul to occur. Illegal touching only applies when an ineligible receiver intentionally touches a legal forward pass before the pass touches an opponent or an official. No fouls. See #26.

16. RULING: A's ball, 3rd and 12, on A's 36. There are two running plays during the down. A80's run ends on B's 40. The 10-yard penalty for A78's holding foul is enforced from the spot of the foul, A's 46. A33's run ends on the 50 where he threw the illegal forward pass. The 5-yard penalty is enforced from the spot of the foul, the 50, and carries a loss of down. If this penalty was accepted, it would be A's ball, 4th and 3, on A's 45.

17. RULING: B's ball, 1st and 10, on B's 12. A4 commits an illegal touching violation on B's 12. The bat by A4 is legal since the ball was batted backward while in the field of play. Team A will decline the penalty for B90's blocking below the waist foul since the penalty would be enforced to B's 13. Team B will then elect to take the ball at the spot of illegal touching, B's 12.

18. RULING: B's ball, try, on A's 3. Touchdown. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul by A28 was not a personal foul. Therefore, there is no penalty to enforce on the try or on the succeeding kickoff. The 10-yard penalty is declined by rule. See #2,#4,#7.

19. RULING: B's ball, try, on A's 3. Team B will free kick from the 50. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul could be committed by an offensive or defensive player at the time of the foul. Team A will usually accept the distance penalty on the free kick. If Team A elected the penalty for the live ball foul to be enforced on the try, it would be B's ball, try, on A's 1-1/2. Team B will free kick from B's 35. See #1,#3,#34,#46.

20. RULING: A's ball, 1st and 10, on B's 25. The clock starts on the snap. The "basic spot" is Team B's goal line. The 10-yard penalty for A82's holding foul is enforced from B's goal line where a first down is established on B's 10. The 15-yard penalty for A33's dead ball foul is enforced from the succeeding spot. The penalty for any dead ball foul incurred after a series ends and before the next ready for play signal shall be enforced before the line to gain is established.
