23. RULING: A's ball, 4th and 9, on B's 21. A88 committed an illegal touching foul and also lost his eligibility. The penalty is a loss of down at the previous spot. The push by B20 is not a foul since A88 is not an eligible receiver. Team B will probably accept the penalty and take their chances. Team A might attempt a 38-yard field goal. The release of the ball by B23 might be considered a muff of a ball in flight or perhaps the legal batting of a pass in flight but it is not, repeat not, considered an illegal forward pass. The Peach Bowl was played under NCAA rules. The play was, and is, legal.
26. RULING: A's ball, 3rd and 19, on A's 21. After the snap, a Team A player may immediately charge and contact an opponent at a point not more than one yard beyond the neutral zone provided contact does not continue more than three yards beyond the neutral zone. If contact is lost, he must remain stationary at that spot until the pass is thrown. The legal forward pass must cross the neutral zone for an ineligible receiver downfield foul to occur. Illegal touching only applies when an ineligible receiver intentionally touches a legal forward pass before the pass touches an opponent or an official. A67 fouls since he did not remain stationary until the pass was thrown. See #15.
27. RULING: B's ball, 1st and 10, on B's 31. Untimed down. Team B will decline offsetting fouls since it had not fouled before last gaining team possession. Team B will retain possession after completion of the penalty for its infraction. A penalty is completed when it is accepted, declined or canceled according to rule or when the choice is obvious to the referee. Team A will accept the penalty for B18's foul since Team B scored a touchdown on the play. The 10-yard penalty is enforced from the spot of the foul. See #23,#28,#60,#72. See #12,#92. See #24,#29.

This block would be legal in the backfield even if by nonadjacent linemen. See #22,#33,#39.
31. RULING: B's ball, 1st and 10, on B's 3. The momentum rule is still applicable even though the ball was touched by B28. B28 recovered a free kick between B's 5 and B's goal line and B28's original momentum carried him into B's end zone where the ball is declared dead in Team B's possession. The ball did not return to the field of play.
32. RULING: A's ball, 1st and 10, on B's 46. The ball is awarded to Team B at the spot of sumultaneous recovery. Postscrimmage kick enforcement would be applicable if the foul occurred three or more yards beyond the neutral zone. The 10-yard penalty is enforced from the previous spot, A's 44, since B93's foul did not occur three or more yards beyond the neutral zone. Team A retains possession.

34. RULING: A's ball, try, on B's 3. Touchdown. Team A will free kick from the 50. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul could be committed by an offensive or defensive player at the time of the foul. Team A will usually accept the distance penalty on the free kick. If Team A elected the penalty for the live ball foul to be enforced on the try, it would be A's ball, try, on B's 1-1/2. Team A will free kick from A's 35. See #1,#3,#19,#46.
