ANSWERS 41 to 60


41. RULING: A's ball, 1st and 10, on A's 44. Management states that A35 was not touching the ball while straddling the sidelines after B9 lost control of the ball. Therefore the ball remains a live ball. If A35 did touch the ball while straddling the sidelines after B9 lost control of the ball, it would be B's ball, 1st and 10, on B's 48.

42. RULING: A's ball, 2nd and 3, on A's 47. The clock starts on the ready. The ball becomes dead when a runner's helmet comes completely off. The ball belongs to the runner's team at that spot. The clock is stopped when the runner's helmet come off. The period is not extended if this play occurs during the last timed down of a period.

43. RULING: B's ball, 1st and 10, on B's 40. The kick crossed the neutral zone when the ball hit the umpire. A8 commits an illegal touching violation since the kick crossed the neutral zone and did not touch an opponent after crossing the neutral zone. B92 touched the kick after the touching by A8. A77 may recover but may not advance. Team B will take the ball at the spot of A8's illegal touching. See #38.

44. RULING: B's ball, 1st and 10, on B's 2. A23 commits an illegal touching violation. The ball remains a live ball since the ball was not at rest. Team B will probably take the ball at the spot of illegal touching, B's 2. If they did not, it would be A's ball, 1st and 10, on B's 44.

45. RULING: A's ball, 4th and 2, on B's 42. B17 did not commit a foul since there were only 11 Team B players on the field. B17 would commit an illegal substitution foul if he returned to the field of play during the down.

46. RULING: A's ball, try, on B's 1-1/2. Team A will free kick from the 50. Disqualify B97. New rule. Personal foul penalties for fouls by opponents of the scoring team during a down that ends in a touchdown may be enforced on the try or the succeeding kickoff. The foul could be committed by an offensive or defensive player at the time of the foul. Team A will usually, and did in this question, accept the distance penalty on the free kick. The penalty for fouls after a touchdown and before the ready is enforced on the try. See #1,#3,#19,#34.

47. RULING: A's ball, 3rd and 5, on B's 40. Team A is the team last in possession and they fouled before last gaining team possession. The fouls are offsetting.

48. RULING: B's ball, 1st and 10, on A's 46. A7 commits an illegal kicking foul. By interpretation, the "basic spot" is the previous spot. The 15-yard penalty is enforced from the spot of the foul, B's 39, and carries a loss of down. See #13.

49. RULING: B's ball, 1st and 10, on B's 16. B37 is ruled to have touched the ball. B37 may block even though he gave a fair catch signal since he touched the ball. Team B's ball at the spot of recovery by B7. B7 may not advance.

50. RULING: A's ball, 1st and 10, on B's 14. A42 does not foul since B23 previously touched the ball. Legal recovery by A28. A28 may not advance.

51. RULING: A's ball, try, on B's 18. Touchdown. B21 provided the impetus for the ball being in B's end zone but this is not relevant. Legal recovery by A47. The penalty for fouls after a touchdown and before the ready is enforced on the try. See #67.

52. RULING: A's ball, 3rd and 21, on A's 9. The push in the back by A64 behind the neutral zone appears to be a foul per Rule 9-3-3-c-3. A64 also commits an illegal touching foul since the ball was not touched by a Team B player or an official. The 10-yard penalty is enforced from the previous spot but does not carry a loss of down. If Team B declined the penalty, it would be A's ball, 4th and 1, on A's 29.

53. RULING: A's ball, 1st and 10, on B's 25. It appears that the pass is not catchable. Rule 9-3-4-e applies. Defensive holding. The 10-yard penalty is enforced from the previous spot and carries a first down. The penalty would also carry a first down if A84 was held behind the neutral zone. Team A got a break with a probable bad pass. If the pass was catchable, the foul would be defensive pass interference and Team A would have a first down at the spot of the foul.

54. RULING: B's ball, 1st and 10, on B's 6. The ball becomes dead when caught B30 since a fair catch signal was given by B22. However, B30 did not complete a fair catch. The tackle is not a foul. B30 has protection only if the tackle is considered a personal foul.

55. RULING: A's ball, 3rd and 9, on A's 21. The snapper may not lift the ball, move it beyond the neutral zone or simulate the start of a play. This is a dead ball foul. The 5-yard penalty is enforced from the succeeding spot, A's 26.

56. RULING: B's ball, 1st and 10, on B's 24. Rule 8-4-2-b is applicable. The ball is returned to the previous spot. Team b will decline the penalty for team A's illegal formation foul.

57. RULING: B's ball, 1st and 10, on B's 20. Touchback. The bat by B31 is legal. A64 throws a legal forward pass. A84's fumble provided the impetus for the ball being in B's end zone.

58. RULING: B's ball, 1st and 10, on B's 20. Touchback. A80 did not complete the catch until he was on B's 2. A80's fumble provided the impetus for the ball being in B's end zone. If A80 controlled the ball in B's end zone and was driven back to B's 2, it would be a touchdown.

59. RULING: Team A scores two points. Team A free kicks from the 50. A7 did not commit an illegal batting foul since he did not bat the backward pass in flight forward to gain yardage. On the field, the covering official determines if the player attempted to gain yardage! A67 recovered a live ball in B's end zone. Fouls after a try are enforced on the succeeding kickoff or from the succeeding spot in extra periods. This is true even if the try is replayed. The rules and/or interpretations on batting a backward pass in flight need to be reviewed before a play like this decides a national championship. See #70.

60. RULING: A's ball, 4th and 5, on B's 30. The clock starts on the snap. A82 commits an illegal touching foul. The penalty is a loss of down at the previous spot. See #23,#27,#28,#72.

The legal forward pass must cross the neutral zone. However, the foul against the eligible receiver (including the quarterback) may occur anywhere.
