2002 CCA PRESEASON EXAM

ANSWERS 81 to 100

81. RULING: B's ball, 1st and 10, on A's 37. The push by B56 is legal since the legal forward pass was touched by a player or an official. B56 commits an illegal batting foul on B's 22 when he bats a fumble in flight forward. The 15-yard penalty is enforced from the end of B56's run (same as spot of foul), A's 22.

82. RULING: A's ball, 4th and 3, on B's 20. The clock starts on the snap. Offsetting fouls. Each team fouled before any change of team possesion during the down. Team B's foul did not involve postscrimmage kick enforcement during regulation play.

83. RULING: A's ball, 1st and 15, on A's 36. Team A may not break the huddle with more than 11 players. Dead ball foul. The 5-yard penalty is enforced from the succeeding spot. If the Referee had not given the ready for play signal following a Team A first down, it would be 1st and 10.

84. RULING: A's ball, 3rd and 22, on A's 41. Team A used a substitution or a simulated replacement with an intent to confuse the opponents. This is a live ball foul. The 15-yard penalty is enforced from the previous spot, B's 44.

85. RULING: A's ball, free kick, on A's 30. A44 commits a foul when he voluntarily steps on the sideline during the free kick. A44's hit on B21 and subsequent fumble recovery is all legal. The 5-yard penalty is enforced from the previous spot, A's 35.

86. RULING: A's ball, 3rd and 18, on A's 35. A77 commits a tripping foul behind the neutral zone. The 15-yard penalty is enforced from the previous spot.

87. RULING: A's ball, 4th and 14, on B's 48. B23 will no longer be receiving punts. Team B will accept offsetting fouls since it is 4th down. If Team B declines offsetting fouls, Team A will accept the penalty for B34's blocking below the waist foul. The 15-yard penalty would be enforced from the spot of the foul, B's 4. It would be B's ball, 1st and 10, on B's 2. See #62.

88. RULING: B's ball, 1st and 10, on B's 14. Assume that the play occurred during regulation play. Assume that the kick crossed the neutral zone. Postscrimmage kick enforcement applies. The postscrimmage kick spot is the previous spot. The 10-yard penalty is enforced from the spot of the foul, B's 24. In an extra period, the penalty is declined by rule.

89. RULING: A's ball, free kick, on A's 20. B41 is considered to be interfering with Team A's formation. This is a dead ball foul. The 15-yard penalty for Team A's dead ball foul after the try is enforced on the succeeding kickoff. This 15-yard penalty would now be enforced on the try if the try is replayed because of an accepted penalty for a live ball foul.

90. RULING: A's ball, 1st and 10, on B's 37. The clock starts on the snap. A81 commits an illegal touching violation on B's 8 although the bat is legal. Team A is in possession when the down ends. Postscrimmage kick enforcement is not applicable. The 15-yard penalty for B29's blocking below the waist foul is enforced from the previous spot, A's 48. See #66.

91. RULING: A's ball, 1st and 10, on A's 46. The clock starts on the ready. The fumble went forward and out of bounds and the ball is returned to the spot of the fumble, A's 48. Rule 9-3-4-e applies. B16 committed a holding foul against an eligible receiver during a down in which a legal forward pass crossed the neutral zone. The 10-yard penalty is enforced from the previous spot, A's 36, and carries a first down. If Team A declined the penalty, it would be A's ball, 4th and 2, on A's 48.

92. RULING: The half ends. Team B could accept, but will decline offsetting fouls since it had not fouled before last gaining team possession. Team B will retain possession after completion of the penalty for its infraction. A penalty is completed when it is accepted, declined or canceled according to rule or when the choice is obvious to the referee. Team A will decline the penalty for Team B's foul since Team B did not score on the play. See #12,#27.

93. RULING: A's ball, 4th and 8, on A's 40. The postscrimmage kick spot is B's 4. The spot of B21's block after his fair catch signal (15-yard penalty) is B's 10. Team B will probably accept offsetting fouls. If Team B declined offsetting fouls, it would be B's ball, 1st and 10, on B's 2. A delay of game foul for B38's illegal advance is a possibility.

94. RULING: B's ball, 1st and 10, on B's 4. A82 commits an illegal touching violation when he recovers the ball on B's 4. The ball becomes dead. All subsequent action was with a dead ball.

95. RULING: A's ball, free kick, on A's 20. Safety. A8 provided the impetus for the ball being in Team A's end zone with his backward pass. B91's muff does not provide new impetus.

96. RULING: A's ball, 1st and 10, on A's 35. The clock starts on the snap. A77 throws a legal forward pass. B14 commits defensive pass interference. It is Team A's ball at the spot of the foul, 1st down. The clock was stopped to award a first down to Team B.

97. RULING: A's ball, 4th and 13, on A's 17. A39 commits an illegal touching violation on B's 30. A39 legally recovers the ball on B's 26. Team B will probably accept the penalty for the illegal formation foul. The 5-yard penalty is enforced from the previous spot, A's 22. If Team B declined the penalty, Team B would elect to take the ball at the spot of illegal touching. It would be B's ball, 1st and 10, on B's 30.

98. RULING: The final score is A20-B17. A48 legally recovered the 3rd down fumble in B's end zone for a touchdown. A54 may legally block B19 below the waist. The block occurred more than ten yards beyond the neutral zone so the direction of the block is not a factor. Team A takes it to the house after the touchdown. See #24,#29.

99. RULING: A's ball, 2nd and 10, on B's 30. Team B will probably accept offsetting fouls. However, Team B could be up by six points. Team B might be willing to give Team A two points to try to put Team A a longer way from B's goal line. It would be B's ball, free kick, on B's 20. Safety.

100. RULING: B's ball, 1st and 10, on B's 4. A18 commits an illegal touching violation on B's 4. The down ends with Team A in possession. Team A will decline the penalties for each of Team B's live ball fouls. Team B will then take the ball at the spot of illegal touching. Team A would not get possession unless Team B elected not to take the ball at the spot of illegal touching. It would be A's ball, 1st and 10, on B's 44.
