ANSWERS 1 to 20


1. RULING: B's ball, 1st and 10, on the 50. The receiver, assuming a valid fair catch signal, has the opportunity to catch the muffed ball providing he is positioned to catch his own muff. The kicking team player would not have fouled if the signal was not valid. The 15-yard penalty is enforced from the spot of the foul which is B's 35.

2. RULING: B's ball, 1st and 10, on B's 45. Tough call based on two conflicting guidelines. If a receiver successfully completed the catch, he was not impeded. Anything that impedes the receiver from the opportunity to catch the ball should be called a foul with standing too close to a receiver being one of the examples. Impede is the magic word. The last known interpretation is that whether the receiver cathes the ball or not is not a factor.

3. RULING: B's ball, 1st and 10, on B's 45. Assume that acceptance of the penalty is most advantageous to Team B since the result of the play is not mentioned. Assume that the receiver is tackled on B's 30. The 15-yard penalty for the live ball personal foul is enforced from the end of the run, B's 30. The tackler may be heading for an early shower.

4. RULING: B's ball, 1st and 10, on B's 48. Assume that acceptance of the penalty is most advantageous to Team B since the result of the play is not mentioned. The Team B player was impeded by the kicking team player even though there was no contact. The 15-yard penalty is enforced from the spot of the foul, B's 33. [AR 6-4-1-X]. See #5.

5. RULING: B's ball, 1st and 10, on B's 48. Assume that acceptance of the penalty is most advantageous to Team B since the result of the play is not mentioned. The Team B player was impeded by the kicking team player. The 15-yard penalty is enforced from the spot of the foul, B's 33. See #4.

6. RULING: A's ball, 3rd and 19, on A's 25. The halfback is outside the position of the second offensive lineman from the ball. The 15-yard penalty for the illegal block below the waist is enforced from the spot of the foul, A's 40 (also previous spot), since the spot of the foul is behind the end of the run, the 50. See #7.

If Team B elects to enforce the penalty on the try, it would be A's ball, try, on B's 18, free kick A's 35. Team B's only penalty option would be on the try if time expires in the fourth quarter. 10. RULING: A's ball, try, B's 3, free kick A's 20. Team B may elect to enforce the 15-yard penalty on the try or the kickoff. If Team B elects to enforce the penalty on the try, it would be A's ball, try, on B's 18, free kick A's 35. Team B's only penalty option would be on the try if time expires in the fourth quarter. See #9.

11. RULING: A's ball, free kick, on A's 35. Team B may, and will most likely, accept offsetting fouls. Team B could decline offsetting fouls. Team A would then accept the penalty for Team B's foul. It would be B's ball, 1st and 10, on B's 5.

12. RULING: B's ball, 1st and 10, on B's 35. Extend period. Team B will accept the penalty and have the ball put in play 30 yards beyond Team A's free kick line. Team B could accept the 5-yard penalty and a rekick from A's 30. However, Team A need only slightly kick the ball off the tee and recover a yard or two beyond the free kick line. If Team B elects to take the ball at the spot of the illegal touching, the period would not be extended.

13. RULING: B's ball, 1st and 10, on B's 10. There is no restriction on a Team B player going out of bounds and then returning inbounds. The Team B player was not out of bounds when he touched the ball. Thus, this is not a free kick out of bounds. If the Team B player was touching the sideline when he touched the kick, the ball would become dead and it would be a free kick out of bounds.

14. RULING: A's ball, free kick, on A's 15. Team A commits a foul by returning inbounds during the down after being out of bounds voluntarily during the scrimmage kick. With a 2003 editorial change that is really a rule change, Team A no longer commits an illegal touching foul on B's 24 after the ball has gone 10 yards. See #17.

15. RULING: B's ball, 1st and 10, on the 50. The ball is dead when caught since the receiver signalled for a fair catch. There is no foul since the receivers path to the ball was not impeded.

16. RULING: Safety. B's ball, free kick, on B's 20. Team A batted a backward pass in flight. This is not a foul nor does it impart new impetus. It the backward pass had hit the ground before the bat by Team A, the batting would be a foul and also impart new impetus. It would be a touchback but Team B would accept the 15-yard penalty enforced from the end of Team B's run, B's 8.

17. RULING: A's ball, free kick, on A's 30. Team A commits a foul by returning inbounds during the down after being out of bounds voluntarily during the free kick. With a 2003 editorial change that is really a rule change, Team A no longer commits an illegal touching foul on B's 24 after a Team B player touched the ball. See #14.

18 RULING: A's ball, 4th and goal, on B's 5. The clock starts on the snap. The 15-yard penalty for Team B's illegal participation foul is enforced from the previous spot, B's 10. The clock was stopped to award a first dowm to Team B.

19. RULING: A's ball, 1st and 10, on B's 42. The clock starts on the snap. The Team B holding foul occurred during a running play. The run ended beyond the neutral zone, A's 48. The 10-yard penalty is enforced from the end of the run. The clock was stopped to award a first down to Team B.

20. RULING: A's ball, 2nd and 9, on A's 13. Team A throws an illegal forward pass from A's 18. The five yard penalty is enforced from the spot of the foul and carries a loss of down. Team B could elect to decline the penalty. It would be A's ball, 1st and 10, on A's 10. The clock will start on the ready since the clock was stopped to award a first down to Team A.
