41. RULING: TD. A's ball, try, on B's 3. The ball is awarded to the team last in possession following the fumble on a running play. If it was 4th down or during a try, the ball would be returned to the spot of the fumble.

42. RULING: A's ball, 1st and 10, on A's 42. Assume that the out of bounds Team B player does not touch the ball after the tailback fumbles the ball. Team B commits an illegal batting foul when the ball is batted forward. The 15-yard penalty is enforced from the end of the run, A's 27.

43. RULING: A's ball, 1st and 10, on B's 16. The clock starts on the ready. Assume that the forward handoff to the tight end satisfies the requirements for a handoff to a lineman behind the neutral zone. The tight end commits a foul when he throws the backward pass out of bounds to conserve time (clock on ready). The 5-yard penalty is enforced from the spot of the pass and carries a loss of down. However, the spot of the ball after penalty enforcement is beyond the line to gain.

44. RULING: B's ball, 1st and 10, on B's 4. Assume that the defensive end (Team B player) catches the ball on B's 4. The fumble rolls forward and out of bounds between the goal lines so is returned to the spot of the fumble. The momentum rule applies.

45. RULING: B's ball, 1st and 10, on B's 1. Since the ball is a live ball, the Team A player commits an illegal block in the back foul. The basic enforcement spot is B's 2, the spot of the interception. The momentum rule applies.

46. RULING: Safety. A's ball, free kick, on A's 20. The momentum rule only applies to Team B players. If the rules committee wanted the rule to apply to the defensive team, they would have changed the rule. There have been requests to have the rule changed from "Team B" to the "defensive team". This rule applies to all conferences.

47. RULING: A's ball, 1st and 10, on B's 30. The clock starts on the snap. Since no mention was made of an exception to the mandatory numbering rule, assume that there are no exceptions. The 5-yard penalty for the Team B face mask foul is enforced from the end of the run, B's 35.

48. RULING: A's ball, 4th and 19, on A's 40. The clock starts on the snap. The pass is a legal forward pass since the pass was thrown from behind the neutral zone and no Team A player had carried the ball beyond the neutral zone. The wide receiver commits an offensive pass interference foul since restrictions for Team A begin at the snap. The clock starts on the snap following a legal kick down.

49. RULING: A's ball, 2nd and 10, on B's 18. The clock starts on the snap. The pass must be thrown immediately after the ball is first controlled after the snap and before the ball has touched the ground. Incomplete legal forward pass. [See #58]

50. RULING: TD. A's ball, try, on B's 3, free kick on the 50. An eligible receiver may bat a legal forward pass in flight in any direction. Team A may elect to have the 15-yard roughing the passer penalty enforced on the try or on the succeeding kickoff. If enforced on the try, it would be A's ball, try, on B's 1-1/2, free kick on A's 35.

51. RULING: A's ball, 4th and 8, on A's 30. The tackle is legally downfield although he must remain stationary. The tackle does not commit an illegal touching foul since the touching is unintentional. Pass interference restrictions end when the pass is touched by any player or an official.

52. RULING: A's ball, 3rd and 7, on B's 44. The clock starts on the snap. The play states that it was a chop block so it is a chop block. This implies that there was an obvious delay between the blocks by the tailback and tight end. Otherwise, there would not be a chop block. Team A fouls before last gaining team possession. The fouls offset, the penalties cancel and the down is replayed.

53. RULING: A's ball, 3rd and Goal, on B's 4. The defensive back makes contact after the pass is touched. The offensive guard commits an illegal touching foul when he touches the legal forward pass before the pass is touched by a Team B player or an official. The fouls offset, the penalties cancel and the down is replayed.

54. RULING: A's ball, 1st and 10, on B's 25. The quarterback is an eligible receiver. Team A will decline the penalty for Team B's offside foul.

55. RULING: A's ball, 1st and 10, on B's 18. The clock starts on the ready. Team A will decline the penalty and try to get a field goal attempt off before time expires. Team B did not foul before gaining team possession. Team A could accept the penalty for the illegal batting foul resulting in a two-point safety. This would not do Team A much good. The clock was stopped to award Team A a first down.

56. RULING: A's ball, 1st and Goal, on B's 10. The wide receiver was not out of bounds when he touched the ball. The wide receiver did not catch the ball until he landed inbounds. The 5-yard penalty for the Team B face mask foul is enforced from the end of the run, B's 15.

57. RULING: A's ball, 1st and 10, on A's 40. The wide receiver remains an eligible receiver unless he delays coming back onto the field. The defensive back commits defensive pass interference. It is Team A's ball at the spot of the foul, 1st down, since the foul occurred less than 15 yards downfield. The fact that the receiver would have landed inbounds is not relevant.

58. RULING: A's ball, 2nd and 17, on B's 27. The clock starts on the ready. The pass must be thrown immediately after the ball is first controlled after the snap and before the ball has touched the ground. The 5-yard penalty is enforced from the spot of the pass, B's 22, and carries a loss of down. The pass was thrown to conserve time so the clock starts on the ready. [See #49]

59. RULING: B's ball, 1st and 10, on A's 25. The Team B player may block the back as he is about to catch the pass behind the neutral zone. The 15-yard penalty for Team B's blocking below the waist foul is enforced from the spot of the foul, A's 10.

60. RULING: A's ball, 1st and 10, on A's 35. The Team B player commits a holding foul when he tackles the back behind the neutral zone. The 10-yard penalty from the previous spot also carries a first down since the legal forward pass crossed the neutral zone.
