82. RULING: Half ends. Team B will decline offsetting fouls. Team A will then decline the penalty for the personal foul face mask foul (postscrimmage kick enforcement) and also decline the penalty for the blocking below the waist foul (running play - spot foul). If Team B accepts offsetting fouls, the period would be extended but Team A need only take a knee at the next snap.
83. RULING: B's ball, 1st and 10, on A's 45. Assume that the ball became dead immediately after the contact by the flyer. Otherwise, the deep receiver could advance for a touchdown. Assume that the ball was caught before contact although the result is the same. The flyer commits a dead ball personal foul and may be disqualified. The 15-yard penalty will be enforced from the succeeding spot, the spot of the catch.
84. RULING: B's ball, 1st and 10, on A's 45. Team A commits an illegal touching violation. It would be a foul if the Team B player was impeded by a Team A player and otherwise could have been in position to catch the kick.
85. RULING: B's ball, 1st and goal, on A's 6. The "punter" commits an illegal kicking foul on A's 12. The 15-yard penalty will be enforced from the spot of the foul, A's 12, and carries a loss of down. Only Team A face mask, illegal use of hands, holding, illegal block and personal fouls behind the neutral zone and in the field of play would be enforced from the previous spot.
86. RULING: A's ball, 1st and 10, on B's 45. The clock starts on the snap. Team B commits a holding foul. The 10-yard penalty would be enforced from the previous spot. It is more advantageous for Team A to take the result of the play.
87. RULING: TB. B's ball, 1st and 10, on B's 20. The ball is not simultaneously recovered. The fumble rolls forward and out of bounds between the goal lines and is returned to the spot of the fumble. The impetus is the punt. Team B could accept the 5-yard penalty. It would be A's ball, 4th and 11, on B's 45.
88. RULING: Safety. A's ball, free kick, on A's 20. Extend period. The result of the play is a safety and acceptance of the penalty results in a safety. If the penalty is accepted, the period must be extended. If the penalty is declined, the game goes into an extra period. In either case, the score is A21-B21.
89. RULING: B's ball, 1st and 10, on B's 20. Team B will decline the penalty. The ball is next put in play on B's 20 since the ball became dead beyond the neutral zone. It is reasonable to assume that the Team B player did not commit a personal foul just by landing on the Team A player.
90. RULING: Extra period. Team B did not foul before last gaining team possession. Team B will decline offsetting fouls since they don't want Team A to put the ball in play on B's 3. Team A will then decline the penalty for Team B's foul. Team A could accept the penalty for Team B's blocking below the waist foul. It would be B's ball, 1st and 10, on B's 7-1/2. Team B could take the snap and take a knee.
91. RULING: A's ball, 4th and 9, on B's 14. Assume that the Right Tackle plays for Team A. The clock starts on the snap. The clock is reset to 5 seconds. The clock is stopped when a legal kick down ends.
92. RULING: B's ball, 1st and 10, on B's 19. The ball went out of bounds when it touched the Team A player with a foot on the sideline. The Team A player did not recover the ball. Team B will decline the penalty and takes over on B's 19. The kick did not cross the neutral zone and was not declared dead beyond the neutral zone.
93. RULING: A's ball, 4th and Goal, on B's 2. The clock starts on the snap. The clock is reset to 1:20. The ball becomes dead when it touched the ground in Team B's end zone since the ball was not touched by a Team B player after the kick crossed the neutral zone. The linebacker may place his hand on the back of the nose guard but may not step, jump or stand on a teammate in an attempt to gain an advantage.
94. RULING: A's ball, retry, on B's 3 Fouls by each team occurred before the change of team possession. Therefore, the try is replayed. If Team B did not commit defensive pass interference, the try would not be replayed.
95. RULING: A's ball, retry, on B's 1-1/2. The try is unsuccessful since a player other than the fumbler recovered the ball in B's end zone. Team A will accept the 5-yard penalty for Team B's offside foul.
96. RULING: A's ball, free kick, on A's 35. The ball becomes dead when held by the holder with no teammate in position to kick the ball. The play would be legal if the kicker remained in position to kick the ball.
97. RULING: A's ball, retry, on B's 16-1/2. The 5-yard penalty for Team B's offside foul takes the ball to B's 1-1/2. The 15-yard penalty for Team A's dead ball personal foul is then enforced from the succeeding spot for the replay.
98. RULING: Extra period. Team A commits a live ball personal foul. Team B will decline the penalty. The fourth quarter ends.
99. RULING: A's ball, 1st and 10, on B's 20. Team B's foul would involve postscrimmage kick enforcement during regulation. In an extra period, these fouls are no longer declined by rule. Based on a written response to a July 4, 2003 interpretation request, it appears that postscrimmage kick enforcement for field goals in extra periods is treated the same as for a try, previous spot enforcement. This was not advertised as a rule change.
100. RULING: Series ends. Second extra period. The 15-yard penalty for the kicker's noncontact foul is enforced to start the second extra period. If the kick was successsful, Team A would win the game and the penalty for the foul would not be enforced.
