It is a blocking below the waist foul if the contact by the teammate against the opponent is below the waist during a down in which there is a kick from a scrimmage kick formation.

The ball was untouched by Team B after the kick crossed the neutral zone and the ball was declared dead beyond the neutral zone. (b) B 1/10 B8. The 15-yard penalty is enforced half the distance from the end of the run, B's 2. Team A may put the ball in play on or behind B's 1 and anywhere between the hash marks. (b) A try B1-1/2 or behind - anywhere between hash marks. The 5-yard penalty is enforced half the distance from the previous spot. Team A may put the ball in play on or behind B's 1-1/2 and anywhere between the hash marks. (c) A try B3 or behind - replay - previous spot. The ball must be replayed from the previous spot, midddle of the field, following offsetting fouls. (d) A try B3 or behind - anywhere between hash marks.
