ANSWERS 1 to 20


1. RULING: A f/k A35. DQ. If the three points are accepted, the penalty is declined by rule even if the foul is flagrant. Team A could, and in most cases will, accept the penalty enforced from the previous spot (2006 A.R. 10-2-2-XXIV). Penalties for personal fouls by Team B carryover on trys, not field goal attempts.

2. RULING: A 1/goal B10. Ready. The defensive back was lined up a yard or more from the line of scrimmage when the ball was snapped, ran forward and leaped from beyond the neutral zone. When he landed on a player, opponent or teammate, he committed a personal foul. The 15-yard penalty is enforced half the distance from the previous spot, B's 20, and carries a first down. The clock was stopped to award a first down to Team B. The clock would start on the snap if this was a third down play.

3. RULING: A 1/10 B14. Extend period. There is a change of team possession at the end of the down by rule when Team B fumbled through Team A's end zone. There was no change of team possession during the down. However, the interpretation changed in 2005. Because of this change, Team A is considered in possession when the down ends. The 15-yard penalty is enforced half the distance from the previous spot, B's 28.

4. RULING: B 1/10 B23. Ready. The kick did not cross the neutral zone. The ball will be put in play at the hashmark on the yardline where the ball went out of bounds. The clock was stopped to award a first down to Team B.

5. RULING: A 4/16 B28. Snap. The kick did not cross the neutral zone. Team A legally recovered the ball on third down. Team A retains possession for the fourth down. Team A next snaps the ball after a scrimmage kick and the clock was not stopped to award a first down to Team B.

6. RULING: *** Yes. A.R. 10-2-2-XXIV has been changed. This rule change was not listed in the NCAA press release. Team A may now accept the penalty enforced from the previous spot. If the three points are accepted, the penalty is declined by rule. Postscrimmage kick enforcement may still apply for unsuccessful field goal attempts during regulation play since Team A is not considered in possession when the down ends.

7. RULING: Safety. B f/k B20. The end of the run is considered to be B's 2. However, the penalty is enforced from the spot of the foul which is in Team B's end zone. The clock will start when the free kick starts (ball is kicked).

8. RULING: B 1/10 50. Ready. The out of bounds precedes the touching by the Team B wide receiver. Therefore, this is a free kick out of bounds and a foul. Team B will elect to put the ball in play at the hash mark 30 yards downfield from Team A's restraining line. The clock was stopped to award a first down to Team B. The clock would also start on the ready if Team B selected the 5-yard penalty from the previous spot.

9. RULING: A f/k A30. The Team A player fouls as soon as he returns to the field of play. This player does not commit an illegal touching violation since the ball has gone 10 yards. The 5-yard penalty is enforced from the previous spot. The clock starts when the ball is legally kicked.

10. RULING: B 1/10 B2. Ready. The result of the play is simply a backward pass going out of bounds on B's 2. There are no fouls. The clock starts on the ready since Team B will next put the ball in play.

11. RULING: Touchback. B 1/10 B20. Ready. The ball remained in Team B's end zone. The impetus was the free kick. The clock starts on the ready since Team B will next put the ball in play.

12. RULING: B 1/10 B21. Ready. Assume that the forward part of the ball is on the same yardline as where the runner's elbow is touching the ground. The ball becomes dead when any part of the runner's body, except his hand or foot, touches the ground. The clock starts on the ready since Team B will next put the ball in play.

13. RULING: B 1/10 B40. Ready. This is a free kick out of bounds and a foul. Team B will elect to put the ball in play at the hash mark 30 yards downfield from Team A's restraining line. The clock starts on the ready since Team B will next put the ball in play. Team B could select a 5-yard penalty from the previous spot.

14. RULING: B 1/10 B7. Ready. Assume that the wide receiver is a Team B player who also returns punts. If a foul occurs during a down in which there is an inadvertent whistle, the penalty shall be administered as in any other play situation. Team A has the first choice as to whether to accept or decline the penalty. Team A will accept the penalty. Team B is in possession at the end of the down. The 10-yard penalty will be enforced half the distance from the postscrimmage kick spot, B's 14. The clock starts on the ready since Team B will next put the ball in play. Inadvertent whistle provisions do not apply when the penalty is accepted for a foul that occurred during the down.

15. RULING: B 1/10 B39. Ready. Team B will accept the penalty for the illegal forward pass. The 5-yard penalty will be enforced from the spot of the foul, B's 34 and carries a loss of down. The period would be extended if time expired in a quarter during the down. The clock starts on the ready since Team B will next put the ball in play.

16. RULING: A 1/10 B49. Snap. Team A is in possession when the down ends. Postscrimmage kick enforcement does not apply. The 15-yard penalty is enforced from the previous spot, A's 36. The clock starts on the snap because the clock was not stopped to award Team B a first down and Team A next snaps the ball after a scrimmage kick.

17. RULING: Yes. The movement by A72 is legal assuming A72 did not have his hands below his knees. Team A continues to have at least five players numbered 50-79 on the line of scrimmage. Legal play.

18. RULING: A 1/15 B25. Ready. Assume that there was only one change of team possession during the down and Team B became Team A after the ready for play. Also assume that there was no team timeout or a period ended. The clock would have started on the ready because Team B next puts the ball in play. A79 commits a false start since his hands were below his knees. The five yard penalty is enforced from the succeeding spot, B's 20. The clock again starts on the ready unless time and the score is a factor and the Referee invokes 3-4-3.

19. RULING: *** B 1/10 A 25. DQ. The penalty is no longer enforced to start the next series due to the change in 3-1-3-g-1. The teams will swap designations when the referee gives the ready for play.

20. RULING: *** Team B touchdown for two points. B 1/10 A25. DQ. Team A leads by four points. The penalty is no longer enforced to start the next series due to the change in 3-1-3-g-1. The teams will swap designations when the referee gives the ready for play.
