42. RULING: A 3/4 B41. Snap. The result of the play is a touchdown. The penalty for the wide receiver's illegal touching foul is a loss of down at the previous spot. The clock was stopped for the touchdown and Team A next puts the ball in play.
43. RULING: A 4/25 B45. Ready. No simulated replacements or substitutions may be used to confuse opponents. No tactic associated with substitutes or the substitution process may be used to confuse opponents. The ruling would change if Team B adjusted their defense reacting to this substitution. The clock was stopped to award a first down to Team A.
44. RULING: B 1/10 B5. Ready. The result of the play is not a touchback since the down ends on B's 2. The 5-yard penalty for the incidental face mask foul (Team A was on defense) is enforced from Team B's goal line since the run ended in Team B's end zone. The clock was stopped to award a first down to Team B.
45. RULING: A 1/goal B8. Snap. Team B does not commit pass interference because the foul occurred in the neutral zone and the foul occurred before the pass was thrown. The foul was against an eligible receiver and the legal forward pass crossed the neutral zone. The 10-yard penalty is enforced half the distance from the previous spot, B's 16, and carries a first down. The clock was stopped for the incomplete pass.
46. RULING: Touchdown. A try B3. The tight end did not catch the ball since he did not return to the ground. The tight end legally batted a legal forward pass in flight. The play is legal.
47. RULING: No. A try B3. The foul was a personal foul by the opponents of the team scoring a touchdown. The 15-yard penalty will be enforced on the second half kickoff. Rule 10-2-2-g-1 is an exception to Rule 3-2-3-a as far as extending the period for the kickoff. It has not always been this way. The period is extended only for the try. However, the penalty could not be enforced to start an extra period if there is an extra period.
48. RULING: Touchdown. The split receiver maintains his eligibility since he was blocked out of bounds and attempted to return immediately. The split receiver is not out of bounds while airborne. He is not inbounds either but that is not relevant. The completion and advance is legal.
49. RULING: Safety The impetus for the ball being in Team B's end zone is the fumble by the Team B player. The Team B player did not enter Team B's end zone with the ball so the momentum rule does not apply.
50. RULING: Yes. According to 2005 NCAA Bulletin #4, Play #1, the answer is Yes. However, this appears to be an infraction of Rule 1-4-2-e which states, "Numbers shall not be changed during the game to deceive opponents". The penalty is listed as 15 yards from the previous spot. It is not clear why the Penalty following Rule 1-4-2-e only lists a live ball foul.
51. RULING: A 1/10 B17. The Team A receiver commits a foul enforced as a dead ball foul. The 15-yard penalty is enforced from the succeeding spot, B's 2. Before enforcement, Team A has gained enough yardage for a first down. The score would count and the penalty would be enforced on the try or the succeeding kickoff (try only in extra periods) if the Team A runner scored a touchdown.
52. RULING: A 1/25 A45 or A 2/10 B40. The tight end commits offensive pass interference. The penalty, if accepted, is 15 yards from the previous spot, B's 40. Team B would most likely accept the penalty unless the score and time remaining were factors.
53. RULING: A 1/10 A40. No player shall tackle or run into a receiver when a forward pass to him is not catchable. This is a personal foul and not pass interference. It is a live ball foul.
54. RULING: Replay try. Since both teams fouled before a change of team possession, the fouls are offsetting and the try is replayed. If Team B was not offside, one of the offsetting fouls would be after the change of team possession and the down would not be replayed.
55. RULING: A retry B6-1/2. The 10-yard penalty for Team A's holding foul is enforced from the previous spot, B's 3. The 15-yard penalty for Team B's personal foul is enforced half the distance from the succeeding spot, B's 13.
56. RULING: The penalty is declined by rule. When Team B fouls after they gain possession during a try, the penalty is declined by rule. The same logic applies in extra periods for all plays.
57. RULING: Team A wins 29-28. There was no change of team possession during the try. The score by Team A on the try counts. There is no succeeding spot so the penalty for the unsportsmanlike foul is not enforced.
58. RULING: Penalty declined by rule-no score allowed. If there are offsetting fouls, whether one or both occur after Team B possession, the down is not replayed. The down would be replayed if both teams foul before a change of team possession.
59. RULING: Score is cancelled-B's foul is administered on the succeeding kickoff. Live ball fouls penalized as dead ball fouls occurring during the try down are penalized on the succeeding kickoff. Additional comments may be added when the final rule book is published.
60. RULING: No score. Game goes into an extra period. The Team A kicker committed an illegally kicking the ball foul. The ball was not controlled on the ground by a teammate when the ball was kicked. The penalty is 15 yards from the spot of the foul and a loss of down. The try ends. After the illegal kicking of the ball, the play is treated as a backward pass and the ball may be advanced by either team.
