61. RULING: No options-this is a legal play. Try is good. The defensive back was lined up a yard or more from the line of scrimmage when the ball was snapped, ran forward and leaped from beyond the neutral zone. However, he did not land on any player of either team and did not commit a foul.

62. RULING: Safety-2 pts for B. While a pass is in flight, any player eligible to touch the ball may bat it in any direction. The only exception is that a backward pass in flight may not be batted forward by the passing team in an attempt to gain yardage. The impetus is from the backward pass since the ball did not touch the ground before being batted.

63. RULING: A 4/2 A12. DQ both. When unsportsmanlike or dead ball personal fouls by both teams are reported to the referee and before any of the penalties have been completed or the order of occurrence cannot be determined, the fouls offset and the penalties cancel.

64. RULING: A 2/3 A22. The Team B player commits a foul when he bats the fumble forward, in flight or not in flight. The impetus remains the fumble since the ball had not hit the ground when batted. The 15-yard penalty is enforced from the end of the run, A's 7. The clock starts on the snap.

65. RULING: A 1/25 A25. As per a rule change last year, a player in the rectangular area may not block an opponent with the force of the initial contact from behind and at or below the knee. The exception is against the runner. The foul occurred in or behind the neutral zone. The 15-yard penalty is enforced from the previous spot, A's 40.

66. RULING: A 1/10 A27 There may not be more than one running play behind the neutral zone if no change of team possession occurs. A running play ended when the QB fumbled the ball behind the neutral zone. When the ball was recovered behind the neutral zone, this starting a running play which now includes all action during the original running play. The 15-yard penalty is enforced from the end of the second run, A's 12, and carries a first down.

67. RULING: A 1/10 A32. The foul occurred in advance of the related run which ended on A's 42. The 10-yard penalty is enforced from the end of the run, A's 42. The spot where the penalty leaves the ball is in advance of the line to gain.

68. RULING: A 2/15 A35. Snap. The 5-yard penalty is enforced from the succeeding spot, A's 40. The referee will invoke Rule 3-4-3 and start the clock on the snap. Intent is not the only factor to consider when invoking Rule 3-4-3.

71. RULING: A 3/9 A41. The two threatened offensive linemen are the right guard and the right tackle. The defensive tackle entered the neutral zone between these two players. Since the tight end was not threatened, the tight end committed a false start.

72. RULING: A 3/35 A48. The 15-yard penalty for blocking below the waist is enforced from the spot of the foul, B's 22. The 15-yard penalty for the dead ball celebration foul is enforced from the succeeding spot, B's 37.

73. RULING: A 4/goal B1. Ready. The 5-yard penalty is enforced half the distance from the previous spot, B's 2. The clock was stopped to award a first down to Team B. The period is not extended if time runs out before the snap.

74. RULING: A 4/2 B19. Ready. The 5-yard penalty is enforced from the previous spot, B's 24. The clock was stopped to award a first down to Team B. The period is not extended if time runs out before the snap.

75. RULING: B 1/10 B3. Ready. The ball is returned to the spot of the fourth down fumble since the fumble was recovered in advance of the fumble by a teammate. The ball is short of the line to gain and goes over on downs. The 15-yard penalty for Team B's personal foul is enforced half the distance from the succeeding spot, B's 6. The clock was really stopped to award Team B a first down since Team A did not reach the line to gain.

76. RULING: A 3/19 B33. Ready. A runner may not intentionally throw a backward pass out of bounds to conserve time. The 5-yard penalty is enforced from the spot of the pass, B's 28. The clock will start on the ready for play per Rule 3-2-5-a-8.

77. RULING: A 1/10 B37. The runner may use his hand continuously on the face mask of an opponent as long as he does not grasp the face mask. The runner advanced beyond the line to gain.

78. RULING: B 1/10 B38. Extend. The five-yard penalty for the illegal forward pass is enforced from the spot of the pass and carries a loss of down. Since penalty enforcement placed the ball short of the line to gain, the ball goes over on downs to Team B. The period is extended again since the penalty was accepted for a foul that occurred during the down.

79. RULING: A 4/goal B4. The ball is out of bounds when touched by the tight end who is out of bounds. The out of bounds spot is B's 1 even though the ball did not cross the sideline. This is a fact even though the tight end was touching the goal line pylon. Since the fumble went forward and out of bounds between the goal lines, the ball is returned to the spot of the fumble, B's 4. The clock starts on the ready.

80. RULING: A 4/14 B44. Team B will decline the 10-yard penalty that would be enforced from the previous spot. Accepting the penalty only gives Team B two yards but gives Team A another down.
