2006 PRESEASON EXAM

ANSWERS 101 to 120

101. RULING: Safety. 2 pts for B. Unintentionally kicking the ball is considered a muff. A muff cannot impart new impetus unless the ball is at rest. The impetus came from the punt.

102. RULING: Touchback. B 1/10 B20. Ready. The receiver may legally block since he touched the ball after his fair catch signal (valid or invalid). The impetus came from the punt. The clock was stopped to award a first down to Team B.

103. RULING: Extra Period. Five and ten yard penalties are not administered on the try or the succeeding kickoff. Team B's foul is declined by rule. The ball belongs to Team B at the spot of illegal touching, B's 30. There is no reason to extend the period. The period ends. If Team B had committed a personal foul during the down, Team A's touchdown would count. This play is similar to A.R. 6-3-2-V.

104. RULING: Both fouls declined.-half ends. Team B will decline offsetting fouls. Team A will then decline the penalty for Team B's holding foul. There is no reason to extend the period. The period ends.

105. RULING: B 1/10 B35. Ready. Roughing the kicker only applies when it is certain that a kick will be made. When the punter ran toward the sideline, it was not certain that a kick would be made. The punter is still protected from a late hit just like any other runner. The clock was stopped to award a first down to Team B.

106. RULING: Yes. Injured players may stay in the game by burning a team timeout. The players must leave if their team have no team timeouts remaining.

107. RULING: When the ball is kicked. On free kicks following a try, safety or to start a period, the clock will start when the ball is legally kicked. This includes following a team timeout and toward the end of a half. The clock starts on the ready when a free kick is repeated due to acceptance of a penalty and the clock was stopped to award a first down to Team B.

108. RULING: On the ready. Assume that the question implies one change of team possession. Under this assumption, Team B ends up with the ball. The clock starts on the ready.

109. RULING: e. Ready. Team B has the option to have Team A rekick after a 5-yard penalty from the previous spot or have the 5-yard penalty tacked on to the end of the run on the return. The clock was stopped to award a first down to Team B.

110. RULING: a,c. Crowd noise is toast starting with this season.

111. RULING: b. Tinted eye shields are no longer permissible. There are no exceptions, period.

112. RULING: REVIEW. a,d. Hip pads are required equipment. A player not wearing the required equipment is sent out of the game and is not allowed to return until he is properly equipped. The team is charged with a team timeout.

113. RULING: A 4/20 A20. Snap. Team A recovered a third down scrimmage kick that did not cross the neutral zone. Thus, it is fourth down. Team A next snaps after a scrimmage kick and the clock was not stopped to award Team B a first down.

114. RULING: B 1/10 B27. Ready. Postscrimmage kick enforcement applies. The 5-yard penalty is enforced from the end of the kick, B's 32. If the receiver previously signaled for a fair catch, the penalty would be 15 yards. The clock was stopped to award a first down to Team B.

115. RULING: B 1/10 A20. Ready. Team B legally recovered the scrimmage kick. The clock was stopped to award a first down to Team B.
