1999 CCA PRESEASON EXAM

ANSWERS 26 to 50

26. RULING: An invalid fair catch signal is not a foul. The ball becomes dead when the punt is caught or recovered by any player. A32 commits an illegal touching violation. B's ball, 1st and 10, on B's 14.

27. RULING: The legal forward pass did not cross the neutral zone. The 10-yard penalty for the holding by B44 would carry a first down if the pass crossed the neutral zone since A84 is an eligible receiver. A's ball, 4th and 2, on A's 45.

28. RULING. The push in the back by A45 is legal since A45 may legally gain possession of the ball. A45 may push but not pull an opponent to reach a loose ball. There is no foul. A's ball, 1st and goal, on B's 10.

29. RULING: The penalty for Team B's 12 players on the field foul is enforced from the previous spot and the try is replayed. The dead ball foul by A44 occurred after the try and prior to the ready for play on the retry. The 15-yard penalty for the A44's dead ball foul will be enforced on the subsequent free kick. A's ball, try, on B's 1 1/2.

30. RULING: The push by A32 is legal since the ball touched the ground and A32 was legally entitled to recover the ball beyond Team B's restraining line. A45 may push but not pull an opponent to reach a loose ball. A32 may recover but may not advance the ball. A's ball, 1st and 10, on A's 49.

31. RULING: Team A may accept the penalty and reply the try from B's 1 1/2. A running into the kicker foul does not carry over to the subsequent free kick. Only personal fouls against the kicker, holder and snapper carry over to the subsequent free kick. Team A usually takes the point. Team A scores one point. A's ball, free kick, on A's 35.

32. RULING: B33 commits a holding foul but not against an eligible receiver. The 10-yard penalty would carry a first down if A82 remained an eligible receiver since the legal forward pass crossed the neutral zone. A's ball, 2nd and 4, on B's 40.

33. RULING: The ruuning play including A8's run ended behind the neutral zone. The basic enforcement spot is the previous spot. The 15-yard penalty for the face mask foul by B75 is enforced from the previous spot. A's ball, 1st and 10, on A's 45.

34. RULING: Team A earns a first down at B's 27. Team A will decline the penalty for the offside foul by B79. The 15-yard penalty for the dead ball foul by A63 is then enforced. The foul occurred before the ready for play. A's ball, 1st and 10 (not 1st and 25), on B's 42.

35. RULING: The foul by B56 is a holding foul since the foul occurred before the legal forward pass that crossed the neutral zone was thrown. The penalty carries a first down since the foul was against an eligible receiver. This is a fact even if the foul occurs behind the neutral zone. Also, the passer is almost always an eligible receiver. The penalty will be accepted. A's ball, 1st and 10, on B's 22.

36. RULING: It is legal for B48 to block an eligible receiver below the waist behind the neutral zone during a forward pass. The result of the play is an incomplete legal forward pass. A's ball, 3rd and 10, on B's 30.

37. RULING: A82 did not recover the ball. The ball became dead when A82 touched the ball with his foot touching the sideline. The free kick went out of bounds after touching a Team B player in the field of play or end zone. B's ball, 1st and 10, on B's 4.

38. RULING: The impetus for the ball being in B's end zone is B21's fumble. The basic enforcement spot for fouls during B90's run is B's goal line. B's ball, 1st and 10, on B's 15.

39. RULING: The 15-yard penalty for B91's roughing the passer foul is enforced from the end of the last run when that run ends beyond the neutral zone provided there is no change of team possession at any time during the down or (1998 interpretation) at the end of the down by rule. The recovery by A73 on B's 38 is considered a run. A's ball, 1st and 10, on B's 23.

40. RULING: The punt by A7 is legal since A7 was behind the neutral zone when he kicked the live ball. The ball does not come back to the previous spot, B's 30, since this was a punt and not a field goal attempt. B's ball, 1st and 10, on B's 6.

41. RULING: The tripping by B92 is legal since B92 tripped the runner. The succeeding spot is A's 28. The 15-yard penalty for B78's piling on foul is enforced from the succeeding spot. A's ball, 1st and 10, on A's 43.

42: RULING: B78 fouled during a running play. A32's run ended beyond the neutral zone on A's 24. The 15-yard penalty is enforced from the end of A32's run. A's ball, 1st and 10, on A's 39. The clock starts on the snap.

43: RULING: The push by B26 is legal since A88 touched the legal forward pass. The fourth quarter ends with Team B in possession on A's 35. The 15-yard penalty for A53's piling on foul will be enforced to start the extra period. A's ball, 1st and 10, on B's 12 1/2 or B's 40.

44. RULING: The fourth down fumble on B's 14 by A8 was recovered by teammate A32 in advance of the spot of the fumble. The ball becomes dead upon recovery by A32 and is returned to the spot of the fumble. A8 fumbled. A32 could not fumble since he never had possession of the ball. B's ball, 1st and 10, on B's 14.

45. RULING: A8 committed an illegal kicking foul on B's 6 which is behind the basic enforcement spot, B's 4. B24 does not recover the ball. A8's fumble went forward and out of bounds on B's 1. The 15-yard penalty also carries a loss of down. B's ball, 1st and 10, on B's 21.

46. RULING: Team B will decline the penalty for the illegal position foul by Team A. The field goal attempt did not cross the neutral zone. B's ball, 1st and 10, on B's 18.

47. RULING: The face mask foul by B26 occurred during A8's run but the penalty is enforced based on a foul occurring during a legal forward pass play. The foul was against an eligible receiver, A8, although this is not relevant since the legal forward pass did not cross the neutral zone. The penalty is enforced from the previous spot, A's 40. A's ball, 1st and 10, on B's 45.

48. RULING: A54 and A77 are nonadjacent linemen. The block is a chop block because there need not be a delay between a high-low or low-high combination block by two nonadjacent linemen. B44 was contacted more than one yard beyond the neutral zone. The legal forward pass crossed the neutral zone. Both A54 and A77 also committed offensive pass interference fouls. The down ends with Team A in possession on A's 41. The 15-yard penalty with no loss of down will be accepted by Team B. A's ball, 2nd and 25, on A's 20.

49. RULING: The result of the play is a safety. The fumble by B43 is the impetus for the ball going from the field of play into B's end zone. The muff by A77 does not impart new impetus. Team B will accept the 5-yard penalty for the illegal formation. A's ball, 2nd and 15, on B's 40.

50. RULING: The batting of the legal forward pass by A82 is legal. A77 commits an illegal touching foul by touching the legal forward pass before the pass was touched by an opponent. The penalty is five yards from the previous spot but no loss of down. A's ball, 1st and 15, on A's 25.
