101. RULING: The basic enforcement spot is the end of B21's run, B's 32. The spot of B33's foul is in B's end zone. Acceptance of the penalty results in a safety. Team A scores two points. The dead ball foul by A74 is enforced from the succeeding spot. B's ball, free kick, on B's 35.

102. RULING: The ball becomes dead in simultaneous possession and is awarded to Team A since they were the team last in possession. The clock is stopped to award a first down to Team A. A's ball, 1st and 10, on B's 24. The clock starts on the ready for play.

103. RULING: The run by A42 ended beyond the neutral zone. The hold by A78 occurred behind the neutral zone. The foul occurs behind the end of the run, the basic enforcement spot. Declination of the penalty results in A's ball, 3rd and 6, on A's 40. The penalty will be accepted unless, perhaps, time is a factor. The 10-yard penalty is enforced from the spot of the foul. A's ball, 2nd and 23, on A's 23.

104. RULING: The legal forward pass crossed the neutral zone. A33 commits offensive pass interference. The 15-yard penalty is enforced from the previous spot but there is no loss of down. A's ball, 4th and goal, on B's 22.

105. RULING: The legal forward pass crosses the neutral zone. A56 commits an ineligible receiver downfield foul even though he returns behind the neutral zone before the pass is thrown. He may have got away with a couple of yards. The 5-yard penalty is enforced from the previous spot. A's ball, 3rd and 15, on A's 25.

106. RULING: The fouls by A72 and B44 both occurred after a change of team possession. Team B will decline offsetting fouls and take the ball. Team A will accept the penalty for the holding foul by B44 on A's 25 which is in advance of the end of B21's run. The 10-yard penalty is enforced from the end of the run, A's 30. B's ball, 1st and 10, on A's 40.

107. RULING: The basic enforcement spot is B's 4, the spot where the pass was intercepted by B21. B21 did not advance into the field of play after his momentum took him into B's end zone. The spot of the foul, B's 16, is in advance of the basic spot. B's ball, 1st and 10, on B's 2.

108. RULING: The penalty for the offside by Team B will be declined. Team A made a first down on A's 45. The 15-yard penalty for the A74's dead ball personal foul will be enforced from the succeeding spot. The dead ball foul occurred before the ready for play. A's ball, 1st and 10, on A's 30.

109. RULING: B44 may push an opponent to get to a loose ball but may not grab, pull, or hold an opponent. The foul occurred during a running play. The 10-yard penalty is enforced from the end of the run, A's 26. A's ball, 1st and 10, on A's 36.

110. RULING: Team B did not foul prior to the change of team possession. Team B will decline offsetting fouls. Team A will accept the penalty for the B44's illegal block below the waist foul on A's 49. The basic enfocement spot is the end of B92's run, B's 48. B's ball, 1st and 10, on B's 33.

111. RULING: After the pass is touched, players may ward off opponents to get to the ball. However, ineligible receivers may not touch the ball before the legal forward pass is touched by a Team B player. The catch and advance by A82 is legal. Touchdown for Team A. A's ball, try, on B's 3.

112. RULING: The kick goes out of bounds on A's 41. Team B touched the kick prior to the ball going out of bounds. The fact that a Team A player last touched the kick before the kick went out of bounds is not relevant. B's ball, 1st and 10, on A's 41.

113. RULING: The free kick goes out of bounds on B's 4 after being touched in the field of play by B21. The illegal block below the waist by B73 occurred during a free kick play. The basic enforcement spot is the previous spot. It is unlikely that Team A will elect to rekick from the 50. Team A will decline the penalty. B's ball, 1st and 10, on B's 4.

114. RULING: The punt did not cross the neutral zone. The ball was recovered by A88. A's ball, 4th and 32, on A's 28. The clock starts on the snap.

115. RULING: The illegal block below the waist by B44 at the 50 normally carries postscrimmage kick enforcement. However, A33 recovered the ball on B's 8 after B22 touched the ball. By interpretation, Team A has possession of the ball when the down ends even though Team B could elect to take the ball at the spot of illegal touching if the penalty for B44's foul is declined. Team A will accept the penalty for B44's foul since the penalty carries a first down. A's ball, 1st and 10, on A's 45.

116. RULING: The pass is not intercepted until B21 alights in control of the ball. Assume that the ball is breaking the plane of B's goal line when B21 lands with his foot on B's goal line. The impetus for the ball being in B's end zone is A8's legal forward pass. If the ball was over the field of play when B21 landed, the momentum rule would be applicable. Touchback. B's ball, 1st and 10, on B's 20.

117. RULING: The illegal block below the waist by A55 occurs during a free kick play. The basic enforcement spot is the previous spot. Team B could decline the penalty and take the result of the play. It would be B's ball, 1st and 10, on B's 18. Team B will accept the penalty. A's ball, free kick, on A's 20.

118. RULING: The down ends with the ball short of the line to gain. The clock continues to run. Team A may be in deep trouble if they have no timeouts remaining. A's ball, 4th and 3, on B's 19.

119. RULING: No eligible Team A player has a reasonable opportunity to catch the ball. A82 intentionally grounds the ball to save yardage. The penalty is now loss of down at the spot of the pass. A's ball, 3rd and 14, on A's 33. [1999 Rule Change]

120. RULING: The six "swinging gate" players plus the snapper are legally on the line of scrimmage. The holder may pass the ball with his knee on the ground. Team A scores two points on the successful try. A's ball, free kick, on A's 35.

121. RULING: The roughing the kicker foul is a live ball foul. Team A may decline the one point and accept the penalty on the retry. The period would be extended and the retry will be from B's 1 1/2. Team A may accept the one point to tie the score. The 15-yard penalty would be enforced to start the extra period. A's ball, 1st and 10, on B's 12 1/2 or B's 40.

122. RULING: The snapper, after assuming his position for the succeeding snap and touching or simulating touching the ball, may not move to a different position. A81 commits a dead ball foul. The contact by B92 is ignored unless it is a personal foul. A's ball, try, on B's 8.

123. RULING: An illegal kicking foul is committed by A7 on A's 4. The impetus for the ball being in A's end zone came from the kick. The result of the play is a safety. However, Team B will accept the 15-yard penalty since it carries a loss of down. B's ball, 1st and goal, on A's 2.

124. RULING: An illegal block in the back foul is committed by A32 on A's 44. There is no roughing the kicker foul because B44 was illegally blocked into the kicker. B44 is exempt from the foul. Team B could decline the penalty and it would be B's ball, 1st and 10, on B's 13. Team B will accept the penalty. The 10-yard penalty is enforced from the spot of the foul. A's ball, 4th and 30, on A's 34.

125. RULING: An illegal block below the waist block is committed by B97 on B's 44 during B22's run. The end of the run and basic enforcement spot is B's 38. The 15-yard penalty is enforced from the end of the run. B's ball, 1st and 10, on B's 23.
