127. RULING: As stated, the pass is a backward pass. The ball remains a live ball. B92 recovered a live ball. B's ball, 1st and 10, on A's 45. The clock starts on the snap.

128. RULING: Back A42 makes a first down on the 50. The 15-yard penalty for B44's dead ball personal foul is enforced from the succeeding spot. The ball is marked ready for play on B's 35. A78's personal foul occurs after the ready for play. A's ball, 1st and 25, on the 50.

129. RULING: A roughing the kicker foul is committed by B44 since he was legally, not illegally, blocked by A33. Team A will accept the 15-yard penalty from the previous spot and the first down. A's ball, 1st and 10, on A's 48.

130. RULING: A block below the waist, a block in the back, holding or any personal foul against a player in position to receive a backward pass is a foul (A.R. 9-1-2-XXV). Rule 9-1-2-e-5 does not appear to include holding or a block in the back. Therefore, the foul by B44 is considered a holding foul and does not carry a first down. The basic enforcement spot is the end of A8's run, A's 40. A's ball, 3rd and 8, on the 50.

131. RULING: No defensive player, in an attempt to block, bat or catch a kick place a hand on a teammate to get leverage for additional height. The penalty is 15 yards from the previous spot. Team A will accept the penalty. A's ball, 4th and 2, on B's 10.

132. RULING: Postscrimmage kick enforcement is not applicable because Team A has possession when the down ends. The tripping foul by B44 does not carry postscrimmage kick enforcement. The bat by A21 is legal since the ball is batted backward. A21 commits an illegal touching violation on B's 4. Team A will accept the penalty. A's ball, 1st and 10, on B's 30.

133. RULING: The clipping foul by A74 occurs during a legal forward pass play. The basic enforcement spot is the previous spot. The 15-yard penalty is enforced from the spot of the foul. A's ball, 2nd and 29, on A's 11.

134. RULING: B44 commits a holding foul and not defensive pass interference since A8 had not thrown the pass. The penalty for the holding foul will be declined by rule. Team A scores a touchdown. The 15-yard penalty for the dead ball foul will be enforced on the try. A's ball, try, on B's 18. Disqualify A82.

138. RULING: The holding by B21 occurs during a running play. The basic enforcement spot is the end of A8's run, B's 1. A's ball, 4th and goal, on B's 1/2. Extend the period.

139. RULING: The holding by B42 requires postscrimmage kick enforcement. A33 illegally touches the kick on B's 18. The kick ends on B's 12. Team A will accept the 10-yard penalty. B's ball, 1st and 10, on B's 6.

140. RULING: Touchdown for Team A. Team A declines the offside penalty by Team B. The dead ball fouls by A8 and B21 cancel each other. The second dead ball foul occurred before the penalty for the first foul was completed. A's ball, try, on B's 3. Disqualify B21 and perhaps A8.

141. RULING: The runner, A8, had advanced beyond the neutral zone and then returned behind the neutral zone. A8 committed an illegal forward pass foul on B's 26. 149. RULING: Back A28 fumbles behind the neutral zone. The fact that A28's run ended behind the neutral zone affects the spot of enforcement for the holding foul by A64. It will be A's ball, 3rd and 18, on A's 8 if the penalty is accepted. The penalty will be declined. A's ball, 4th and 6, on A's 20. NOTE: Interpretation under review.

150. RULING: An invalid fair catch signal is not a foul. The ball becomes dead when the ball is caught or recovered by any player. A52 does not foul since the punt has been touched by a Team B player beyond the neutral zone. The down ends with A43 in possession on B's 25. A's ball, 1st and 10, on B's 25.
