3. RULING: B 3/16 B26. The clock starts on the ready. The play clock is off. Rules 3-2-5-a-8 and 3-4-3 apply. Both rules refer to the foul. The penalty does not have to be accepted in order for the clock to start on the ready. [RR100507]
4. RULING: B 1/10 B42. These are considered offsetting fouls but there are exceptions as to whether the down will be replayed. This is one of those exceptions. Team B could accept offsetting fouls and the down will be replayed. It is more likely that Team B will decline offsetting fouls. Team B does not really decline the penalty for Team A's foul, they decline offsetting fouls. Then, Team A will have the option as to whether to accept or decline the penalty for Team B's foul. In this play, they will accept. The 10-yard penalty is enforced from the end of B84's run, A's 48.
5. RULING: A 1/10 B10. When defensive pass interference also involves a personal foul, the offending team may accept the penalty for either foul. Team A will accept the penalty for the defensive pass interference foul. The 15-yard penalty is enforced 15 yards from the previous spot, B's 25. The 15-yard penalty for the personal foul would be enforced half the distance from the previous spot, B's 25. If the defensive pass interference involved holding, only the penalty for defensive pass interference can be enforced.
6. RULING: A f/k A30. The try ends. There is no score. Offsetting fouls occur during the down. The try ends since Team B did not foul prior to the change of team possession. If Team B was also offside, there would still be no score but the try would be replayed since Team B committed a foul prior to the change of team possession.
7. RULING: Safety. B f/k B20. The status of the ball remained a kick after the
batting by B96. Since the ball was batted backward, B96's bat is legal. But, B96's batting did impart new impetus. A77 has recovered a kick that has crossed the neutral zone and is not in legal possession of the ball since a Team B player did not touch the ball after the punt crossed the neutral zone. The illegal touching in B's end zone gives the receiving team the ball at the spot of the illegal touching resulting in a safety due to impetus. At first glance, the result of the play does not appear to meet the classical definitions of either a touchback or safety. The safety trumps the touchback. [RR100507]
