PRESEASON QUIZ #9 ANSWERS: July 16, 2008


1. RULING: A 4/20 A30, Snap. The ball becomes dead when recovered by B44. A88 is not able to legally recover the ball so A88 fouls when he pushes B23 in the back. The push in the back would be legal after B44 muffed the ball provided B44 did not have an opportunity to complete the catch. Team B is likely to accept the 10-yard penalty from the previous spot, A's 40. If Team B wants the ball, the 10-yard penalty would be enforced from the spot where the subsequent dead ball belongs to Team B, B's 8. It would be B 1/10 B18, Snap.


2. RULING: A retry B-3/4. The 5-yard penalty for B77's offside foul is enforced from the previous spot, B's 3. The 15-yard penalty for B66's dead ball personal foul is enforced half the distance from the succeeding spot, B's 1-1/2. After the try, it will be A's ball, free kick, on A's 45 after enforcement of the 15-yard penalty for B94's personal foul. Once Team A elects to have the penalty for B94's foul enforced on the succeeding kickoff, they cannot later elect to enforce the penalty on thr try.


3. RULING: A 1/10 B45. Team A established a new series on B's 30. The penalty for a dead ball foul incurred after a series ends and before the next ready for play signal shall be enforced before the line to gain is established. If the referee had given the ready for play, it would be 1st and 25.


4. RULING: A 2/11 A32. The 10-yard penalty is enforced from the spot of the foul, A's 42, which is behind the end of the run, B's 48. The completion of a penalty for a live ball foul overrides application of the inadvertent whistle options.


5. RULING: A 1/goal B2. The clock starts on the snap. There was no change of team possession during the down. The 15-yard penalty is enforced half the distance from the end of A88's run, B's 4, and carries a first down. The clock was stopped by the touchback.


6. RULING: B 1/10 A32. The fourth quarter is extended with an untimed down. The 5-yard penalty for the illegal forward pass is enforced from the spot of the foul, A's 37. The penalty carries a loss of down. The period is extended since the penalty was accepted for a live ball foul that occurred during the down.


7. RULING: A 3/6 B26. The clock starts on the ready. The interpretation change in A.R. 7-3-2-VIII is a tough pill to swallow. The ball was spotted properly and Team A could legally snap the ball as they did. The clock was really stopped for the incomplete legal forward pass. This interpretation as to starting the clock leaves doubt as to when the clock would start in this play, for example, if (a) there were offsetting fouls; (b) A12 threw a long incomplete pass; (c) A12 ran out of bounds; or (d) Team A scored a touchdown that would be called back. Assume that two seconds remain on the game clock regardless of the play.
